  3. Page-7: MP Varun criticises salary hike for lawmakers. [GS Mains-2:Polity & Gov.] . MPVarun Gandhi said that there is no reason for Tamil Nadu Legislative Assembly to approve the salary hike of its MLAs when farmers are reeling under stress. He also highlighted the fact that in the last five years, the Lok Sabha has increased the salary for MPs itself by four times. To him, it is immoral and unethical. About the functioning of Parliament: Mr. Gandhi said that: Around 62% of laws that have been passed in the last 15 years have been done so with absolutely no discussion at all. [11]He also made a case for Conscience voting saying that on 90% of the issues, a party will tells its member how to vote, when a whip comes by, and that is the only contribution to Parliament that a member has to press the green button disregarding his/her conscience and the interest of his/her constituency One suggestion: Party whip should binding only for crucial matters like No Confidence Motion where the survival of the Govt. is concerned.

  4. Regarding Representation of Women in Parliament: Mr. Gandhi pointed out that very few women candidates get tickets to contest elections even when every party has women empowerment and women's reservation on their agenda. But the only problem is they forget women when they are giving the tickets out. Stats: There are l 1% women in the parliament today, about 9% in State Assemblies. Is it so that the women were given tickets but lost? No. Because 17 % women got tickets from national parties in Lok Sabha and 14% in Vidhan Sabha. Politics and Common Man: There was an institutionalised problem of barriers to entry in politics where a common person's son, despite being educated, is treated as a nobody. The system has to change.

  5. Page-10: Pass Women's Reservation Bill in LS: MP Sonia Gandhi. [GS Mains-2: Polity] Congress President Sonia Gandhi has written to Prime Minister Narendra Modi, urging him to get the long-pending Women's Reservatior of the majority the Bharatiya Janata Party (B]P) enjoys in the House. Page-10: Congress loses leadership of panel on poll reforms The coveted standing committee on Personnel, Public Grievances, Law and Justice, will now be headed by BJP General Secretary and Rajya Sabha member Bhupender Yadav instead of Congress leader Anand Sharma. The committee is debating electoral reforms, specifically proportional representation vs first-past-the-post system of elections especially in the context of recent Uttar Pradesh elections. In the 2017 Assembly polls, the BJP got 39% of the vote share but won 3 12 seats, while the Samajwadi Party with 21.8% votes got 47 seats and the Bahujan Samaj Party with 22.2% got 19 seats.

  6. Page-10: Co-ops. should help farmers double their income: PM [GS Mains-3: Farmers issues] Prime Minister has asked cooperatives to come up with innovative business ideas to help farmers double their income by 2022. . He asked cooperatives to venture into new business areas like beekeeping and seaweed farming to help farmers double their income by 2022 and boost the rural economy. Stating that farmers are facing many problems, Mr. Modi said there was a need to establish a system to ensure farmers buy and sell at wholesale rates. . Observing that cooperatives were mainly present in sugar and dairy sectors, the Prime Minister said the cooperative system suited to India and there was a need to foray into new areas. He said sectors like neem oil production and beekeeping are fertile grounds for cooperatives to step in Even in fishery sector, additional work can be provided to fishermen during off-season by encouraging them to go in for seaweed farming as the sea-weed was in great demand in the pharmaceutical sector

  7. Page-10: Leg-up for PM's pet housing project. [GS Mains-3: Economy- Schemes] People purchasing a low-end house from a private developer will be eligible for financial help under the 'Housing For All' policy Unveiling the new public-private partnership (PPP) for affordable housing, it will help in meeting the housing requirements for all targets. Risk assignment This policy seeks to assign risks among the government, developers, and financial institutions, to those who can manage them the best, besides leveraging under-utilised and unutilised private and public lands towards meeting the Housing for All target by 2022. . The policy gives eight PPP options for developers to invest in Details: The Centre is providing money to implementing agencies and urban local bodies through states to build nearly 20 million affordable houses for the urban poor in 4,025 cities by 2022

  8. Eligibility Criteria: [i]EWS households should have an annual income of up to Rs 3 lakh and [ii]LIG households should have an annual income between Rs 3 lakh and Rs 6 lakh. [i] These households would be able to get benefits of affordable housing in partnership and individual house enhancement. [iii] Condition: Applicant should not have any other house or residential plot anywhere in the country [iijUnder MIG, two categories of MIG houses (MIG-I and MIG-l) will be constructed. The residents having the annual income of Rs 6 to Rs 12 lakh will be eligible for the MIG-1 houses while those having the annual income of Rs 12 lakh to Rs 18 lakh will be eligible for the MIG-Il category houses. Benefits: Eligible buyers can get Central assistance of about Rs. 2.50 lakh per house as interest subsidy on bank loans. And if they do not avail any loan, they can get upto Rs. 1.50 lakh.

  9. Performance Analysis: Pradhan Mantri Awas Yojana (PMAY) or Housing For All has been moving at a rather sluggish pace. The Govt. was to construct 12 lakh houses under PMAY by 2017-18, but only 1.49 lakh houses have been constructed till last year I. Private participation in the project so far has been unsatisfactory, especially as certain elements of Pradhan Mantri Awas Yojana (Urban)_ including in-situ redevelopment of slums are completely dependent on private players. This has been a big area of concern for the government. 2. States' Co-operation lacking: The nod from the Centre for construction of affordable houses is dependent on the states sending a verified list of beneficiaries a count on which many states are not up to the mark. It is not known that how many houses have been constructed so far by various states. Remedial Steps Taken: The Prime Minister had recently asked states to do a weekly review of the action plan of the scheme and also fast-track the sanction of houses along with providing adequate budget in the background of the assessed demand in each state. . The Centre now seeks to construct 26 lakh houses in 2018-19, 26 lakh in 2019-20, 30 lakh in 2020-21 and 29.80 lakh in the 2021-22 period.

  10. Page 12: No role for India in Afghanistan:Abbasi [GS Mains-2: International-S.Asia] Pakistan Prime Minister Shahid Khaqan Abbasi has said that there is no role for India in Afghanistan and Islamabad's ties with New Delhi could improve only if the "core issue" of Kashmir is resolved first. According to him, any role politically or militarily for India in Afghanistan will just complicate the situation and it will not resolve anything. So if India wants to do economic assistance, that's their prerogative MrAbbasi's remarks put Pakistan at odds with the new US strategy for South Asia announced by United States. Pakistan wants US to believe that the conflicts in Afghanistan and Kashmir are linked. Mr. Trump's policy appears to overlook Pakistan's flimsy argument. Mr.Abbasi said charges of Pakistan sheltering terrorists were untrue and the only cross-border movement of terrorists in the region was from Afghanistan to Pakistan, and not the other way around. India accused of aggression:The Pakistani leader accused India of aggression along the Line of Control in Jammu and Kashmir.
