September onwards, health authorities will commence a nationwide programme to test every tuberculosis (TB) patient for signs of resistance to first-line drugs. . The new policy, called the Universal Drug Sensitivity Test, will be implemented using a molecular diagnostic test-GeneXpert, a Us-developed technology tool being used worldwide since 2010 Advantages of New Technology: It can detect the TB bacterium as well check for resistance to rifampicin, one of the standard key TB drugs, within 90 minutes. -Conventional tests take at least a day or more and require well-trained personnel for similar results. Benefits of Universal Testing: il Rapid Diagnosis: An inability to rapidly diagnose multi-drug resistant tuberculosis has long been identified as among the chinks in India's strategy to eliminate tuberculosis. [ii] A Realistic assessment on the scale of resistance to commonly-available TB drugs, [iii] Reveal the large number of hidden tuberculosis patients, [iv] Reveal the HIV- TB Co-infection: Numbers of those with multiple infections of TB and HIV

. Statistics Even as India tops the world in the number of tuberculosis cases, the WHO estimates that possibly as many as a million Indians with TB could be outside government scrutiny. In 2015 alone, nine million Indians were tested for suspected tuberculosis and about 900,000 were confirmed to be ailing from it. Nearly 3% of new TB cases and 18% of prevalent cases are believed to be drug resistant, though independent analyses peg these numbers as much higher. The WHO's TB statistics for India for 2015-the latest available -gives an estimated incidence figure of 2.2 million cases of TB for India out of a global incidence of 9.6 million.

Black money concerns: Transparency in financial transactions is an issue of worry to stop black money, hawala transactions and fund for terrorism. India's cooperation continues with the Swiss to ensure automatic sharing of information. Both the countries have accepted automatic exchange of information on financial issues. Hopefully, Swiss Parliament will pass it by the end of the year. Both the countries hope that the first exchange of information can begin by 2019 2.Agreement on Railways: Both sides also signed two major agreements on railways. The Joint statement also recognised that Switzerland has supported India's continued quest for membership in the Australia Group and the Wassenaar Arrangement. India became an MTCR member last year and made a serious bid for NSG membership. In both the initiatives, Switzerland supported India. Prime Minister sought greater cooperation to ensure bilateral financial transparency & sought greater cooperation with Switzerland within the framework of India-EU cooperation . Mr. Modi visited Switzerland last year in the run-up to the plenary session of NSG and urged closer continued cooperation in this sphere
.Page-12:World News- Ranil defends Hambantota deal[GSM-2 Bilateral Rel] Prime Minister Ranil Wickremesinghe firmly defended his government's controversial deal with China on the southern Hambantota Port and said that Sri Lanka would not make its bases available to foreign countries. . At the inauguration of the Indian Ocean Conference organised by the India Foundation the Sri Lankan Premier stated clearly that: [i] Sri Lanka's government does not enter into military alliances with any country or make our bases available to foreign countries. i] Sri Lanke will continue military cooperation such as training, supply of equipment and taking part in joint exercises with friendly countries. SL Prime Minister said in the absence of an effective multilateral trade agreement for the Indian Ocean region, Sri Lanka decided to enter into bilateral agreements with the neighbouring littoral states. This is the only option available. Sri Lanka has already signed an Free Trade Agreements with India and Pakistan.
e Pacts with India, China Sri Lanka is currently negotiating the Economic and Technological Cooperation agreement with India, and an FTA with China. India's External Affairs Minister underscored the need for enhanced economic and security cooperation in the Indian Ocean Region New Delhi, among others, has reportedly been concerned over Colombo's decision to sell 70% stake in the southern port to the State-run China Merchants Port Holdings for $1.12 billion, to service its outstanding debt to China. She said if the revitalised maritime economy of the Indian Ocean region is to be a force for global economic growth in the coming years, it is essential that the waters remain peaceful, stable and secure. India looks at the Indian Ocean as not just a water body, but a global stage for continued economic, social, and cultural dialogue.
