Point of difference. Why in our country love is not even considered worth taking a leave for. You can take a leave on Rakshabandhan but not on Valentines Day.. if you do not want to be criticized. Why love in this form is so objectionable, I wonder :/ I will look forward for your point of view on this. PS- No matter what you do, good or bad, more or less, summary or DNA, Jatin or Dipanshu.. you will be criticized and people will always have something negative to say.

Sir you have the rights to even take leave on valentine's day and I strongly feel you need not apologize to anyone. First, please take care of yourselves. If making this course is in anyways going to affect you from qualifying in UPSC exam we will feel guilty about it. If possible, just inform us incase you are not going to make the videos on a particular day, so that we will not wait for your videos and we will go-ahead reading newspapers.

manual scavenigng has got no budgetary provision in SBM.Infact due to inc in the no of toilets due to SBM , manual scavenging has reached to an alarming level bcoz although the toilets are constructed but there is no proviison for solid waste management. since most of the toilets in rural areas are stand alone toilets.The new build public toilets under SBM have also created large no of sewers and septic tanks which demands need for more manual scavengers.also the indian railways is the largest employer of maual scavengers.the train toilets drops the excreata on tracks which needs to be cleaned by maunal scavenegers.although in 2016-17 budget railway minsitry has set the target to fit 17000 bio toilets in long distance trains under Swacch rail swachh bharat programme, but still the issue of maula scavenging should be seen as separate issue in sbm and must get a budgetary provision to eliminate the same. some provisions should also be kept to educate people about forbiding manual scavenging since most of this inhuman work is carried out by low caste strata of the society.
one of the key focus areas of SBM is to eradicate manual scavenging..but sadly thats yet to be achieved

PAGE 2 Wednesday August 09,2017 Page-7: Kerala, Haryana top sanitation survey [GSM Polity- Schemes] The Ministry of Drinking Water and Sanitation released the findings of the survey of 1.4 lakh rural households, undertaken by the Quality Council of India (QCI) between May and June this year The survey, covering 4626 villages across all States and Union territories, claimed that 62.45% of the households had access to a toilet. Findings of Survey: [i] The survey also pointed that 91.29% of the people who had access to a toilet also used it, indicating a change in sanitation behaviour. [ii]Northeastern States of Sikkim, Manipur and Nagaland were top performers with 95% rural households covered by toilets. And so were the Himalayan States of Himachal Pradesh and Uttarakhand with over 90% toilet coverage of the rural houses. iii]Uttar Pradesh and Bihar were among the worst performers in terms of rural sanitation. In Bihar, only 30% of the rural household had access to toilets while Uttar Pradesh was marginally better at 37% . Jharkhand, too scored the same as U.P Gujarat fared better in terms of rural sanitation as 85% of rural households had access to toilets. [N]Apart from Kerala, Tamil Nadu was the other performer as 79% rural households had access to a toilet. However, neighbouring Puducherry scored poorly with just 43%

PAGE3 Wednesday August 09,2017 Steps to be taken by Ministry in future: To instil a competitive spirit at the ground level, ministry would now start ranking all districts in terms of sanitation coverage and solid and liquid waste management. The Minister reiterated that 77 Central Ministries had a sum of 12,000 crore for the Swachh Bharat campaign and every Ministry should pitch in. Background:The Ministry of Drinking Water and Sanitation which implements the SBA has been allocated Rs 20,011 crore in the Union Budget 2017 There is clearly an upward trend in allocations from 2012 to 2017 in terms of budget allocation The Swachh Bharat Mission (SBM) has two sub-missions-SBM (Rural) and SBM (Urban) and budgetary provisions for both of them are provided separately through the MDWS and the Ministry of Urban Development (MoUD) respectively. Article 35A of the constitution of India empowers J&K legislature to define state's "permanent residents" and their special rights and privileges. It was added to the constitution through a presidential order of 1954 with the then J&K government's concurrence Question.What is its significance to J&K? Through 1927 and 1932 notifications, Dogra ruler of the princely state of J&K, Maharaja Hari Singh imposed a law that defined state subjects and their rights.The law also regulated migrants to the state.J&K joined India through instrument of accession signed by its ruler Hari Singh in October 1947 After J&K's accession, popular leader Sheikh Abdullah took over reins from Dogra ruler. In 1949,he negotiated J&K's political relationship with New Delhi, which led to the inclusion of Article 370 in the Constitution. . Article 370 guarantees special status to J&K,restricting Union's legislative powers over three areas: defence,foreign affairs and communications. However, under the 1952 Delhi Agreement between Abdullah and Nehru,several provisions of the Constitution were extended to J&K via presidential order in 1954.Article 35A was inserted then.

It retained Maharaja's definition of permanent residents: All persons born or settled within the state before 191I or after having lawfully acquired immovable property resident in the state for not less than ten years prior to that date. All emigrants from Jammu and Kashmir, including those who migrated to Pakistan, are considered state subjects The descendants of emigrants are considered State subjects for two generations. Permanent residents law prohibits non-permanent residents from permanent settlement in the state, acquiring immovable property, govt jobs, scholarships and aid It was also interpreted as discriminatory against J&K women It disqualified them from their state subject rights if they married non-permanent residents. But, in a landmark judgment in October 2002, J&K high court held that women married to non- permanent residents will not lose their rights. The children of such women don't have succession rights.
