Second, NOTA was permitted post-notification. The Supreme Court has agreed to hear a plea moved by the Gujarat Congress challenging the decision to use None of the Above (NOTA) option in the upcoming Rajya Sabha polls in the state. As per government officials, the directions to use NOTA in Rajya Sabha elections were enforced in January 2014 after the Supreme Court in 2013 made it mandatory to have NOTA option in EVMs. Congress had approached the Election Commission against the use of NOTA option in the upcoming Rajya Sabha elections, claiming it was violative of the Constitution and electoral laws, but the poll panel maintained that it was not a new direction and was introduced in 2014 In the Rajya Sabha polls, the MLAs have to show their ballot paper to an authorised party agent before putting it in ballot box. If a voter (MLA) defies the party directive and votes for someone else or uses NOTA option, he cannot be disqualified as a legislator. 5. Page 11: Decontrol will now be faster: ICRA e The government's recent decision to allow public sector oil marketing com- panies (OMC) to increase the price of subsidised LPG by 4 per month instead of two rupees a month earlier will hasten the price deregulation process, rating agency ICRA. The government's latest decision to raise cooking fuel prices and to do so at regular intervals is part of a plan to restrict the subsidy on liquefied petroleum gas (LPG) and kerosene to below poverty line families. The three government-owned oil marketing companies (OMCs) have been asked to raise domestic LPG prices by Rs 4 a cylinder every month. Earlier, from July 1, 2016, the government had allowed them to increase the price by Rs 2 a month. The move is likely to save the government at least Rs 6,500 crore on the petroleum subsidy in this financial year. Domestic LPG is under the 5% tax bracket under the GST regime Compared with this, earlier the cooking gas was not taxed in some of the states and others applied 2-4 percent VA"T, r eregalaion

  6. Page-11: MPs shouldn't hike their own salaries: MP. G.S. Mains Paper-2: Polity & Governance] Member of Parliament Mr. Varun Gandhi pitched for an external body to determine their renumeration and said it was "shameful" that the number of sittings in the Lok Sabha had dropped from 123 days a year in 1952 to 75 in 2016. The lawmakers had raised their salaries 400% in the last decade, wondering whether they had "earned" this massive increment. Bills, as significant as Aadhaar, were passed within two weeks without being referred to a parliamentary committee. Citing the MPs' performance over the last two decades, he said barely 50% of the bills were passed after scrutiny from parliamentary committees. When bills are pass without serious deliberation, it defeats the purpose of having a Parliament. The House itself has been created to dissect, analyze and debate laws, and ensure that every law has a strong policy mechanism behind it. The rush to pass bills shows a priority for politics and not policy 41% of bills introduced have been passed without discussion. United Kingdom has an independent authority-the review body on senior salaries-consisting of distinguished non-members, to advise the government on the pay and pensions of MPs. e

  7. Page 11: Bill gives more time to teachers The Rajya Sabha passed the Right of Children to Free and Compulsory Education (Amendment) Bill, 2017, which aims to provide a two-year window to around 11 lakh private and government teachers to get prescribed minimum qualifications for appointment. HRD Minister said the Bill was being amended as the 2009 Act, which came into force on April 1, 2010, wanted teachers without professional qualification to get them by 2015. The government has brought this bill in order to let these teachers complete Bachelor of Education (B.Ed.) and other professsional degrees. The government would provide free education to these teachers through 'Swayam platform'beginning 2 October. e
