Hi I solved the question as follows: A. In this sentence 'they' is ambiguous B. Same C.'them' can refer to both council memebers or Environmentalists D. Too wordy E. Is correct but if I check the way I have eliminated other options I should emilinate E also, as it has 'them' in it. But in the answer E is correct option. I am ot able to understand the reason.

Hi Tripti , In This question ,there is a split of 3:1:1 . Three options has for participating which is wrong idiom . Correct idiom is - to participate . On this basis we can eliminate A,B,C . Option D - Yes that is wordy . So the correct answer will be E.

Hi Tripti , There is no such fixed list for idioms . Still I can share you the one which I have . Alternatively You can create your own idiom list and regularly add the idioms which you come across daily . Thank you !!!
