And be more precise while writing 1990 and 2003.because 65 CAA provided for multi member NC for SCs and for STs. Further by 89 CAA, 2003... this one body got bifurcated into two separate constitutional bodies namely NC for SCs and STs having articles 338 and 338A respectively. Further NC for SCs and STs came into existence in 2004. The new body is going to have its place in constitution within the purview of article 338B which is already passed by LS in 2017.

NCBC is established in 1993 not 1992...it is NC for women which is statutory body and established in 1992

Needless to say that NCBC is also statutory body
Why is that the SC/ST/OBC categories keep on adding in the reserved lists while We have never heard of the deletion of any category from the list?

The politically-volatile issue of reservation for Gujjars in Rajasthan in the Special Backwarc Class (SBC) category has become complicated with the Centre likely to give constitutional status to the National Commission for Backward Classes (NCBC). The Bill on the subject may be passed in the monsoon session of Parliament. . Constitutional status to the NCBC will take away powers from States to add or remove communities to the backward class category for the purpose of reservation The State governments will then only be left with the power to make a recommendation in this regard.   5. National Commission for Socially and Educationally Backward Classes (NSEBC). . It will replace the existing National Commission for Backward Classes (NCBC), created in response to a Supreme Court ruling in 1992; it examines and recommends requests for inclusion and exclusion in the list of Other Backward Classes or OBCs. National Commission for Socially and Educationally Backward Classes as a constitutional body by making an amendment to the Constitution, mainly by insertion of Article 338B. . A constitutional amendment requires two-thirds approval of both houses of Parliament and subsequent ratification by 50% of the state assemblies. . The proposed change was significant. First, making it a constitutional amendment means that it cannot be amended by a simple majority in Parliament. Secondly and more significantly, the earlier provision says 'The President may appoint' whereas there is no choice here and it will be a permanent commission in place, similar to the SC and ST (Commission).   6. Like the NCBC, the new body too will comprise of a chairperson, a vice-chairperson and three other members. . The demand for giving it a constitutional authority has been pending for years. -NCBC did not have powers to hear complaints from OBC members like the SC/ST commissions did, and in that sense, a constitutional authority will ensure it has more power. The commission has powers to examine requests for inclusion of any community in the list of backward classes and hear complaints of over-inclusion or under-inclusion, following which it advises the Union government. . In its new form, the constitutional authority could give it more teeth. . The new body is likely to be similar to the National Commission for Scheduled Castes under Article 338 and the National Commission for Scheduled Tribes under Article 338A which were introduced in the Constitution by way of two constitutional amendments in 1990 and 2003.
