Answer for Quad question: Start - Formation of quad in 2007 after 2004 tsunami as a disaster management and maritime coordination body, shift of focus from disaster management to economic development, free and open pacific. Body - Currently being thought about as away to counter growing chinese hegemony. Every country is in it for its own interests. US might only be trying to survey chinese movements, securing the malacca strait crucial for chinese trade. No common agenda for all four countries, communication gap. Good for India as US recognized the name as Indian ocean. Free and open indian ocean necessary in today's multipolar world. Conclusion: Vast scope for economic development. India should pressurize on the point that african countries are a part of the region, shall use this to strengthen ecenomic and security ties in africa. Countering chinese presence is necessary but cnnot be highlight of quad. More meetings need planned and common agenda. start maritime exercises frequently to indicate strength and presence.
