The meeting was attended by the Chief Ministers of 23 States, the Lieutenant-Governor of the Andaman & Nicobar Islands and senior Union Ministers. ph PM called for widespread debate and consultations on simultaneous elections to the Lok Sabha and the Vidhan Sabhas, keeping in view aspects such as the resulting financial savings and better utilisation of resources. Reacting to Mr. Modi's speech, the Congress accused the government of "telling half-truths and building tall tales." Briefing the media after the meeting, NITI Aayog Vice-Chairman Rajiv Kumar said as a result of being in a "perpetual election" mode, the focus on development was diluted Finance panel row: On amending the terms of reference of the 15th Finance Commission as raised by some States, Mr. Kumar said, "Those who are already born, they should be given what is rightfully theirs. For all such devolutions, the current population [as per 2011 census] should be the basis. He, however, added that Mr. Modi had asked States to give "fresh ideas" to the Commission for incentivising outcome-based allocations and expenditure correction ay

  4. want to be starting ganses, beiag anted to show the boss whatcE He (the PM) emphasised that the Finance Commission devolution formula has to take cognizance of the relative backwardness and low per capita incomes of some States. States like Andhra Pradesh, have demanded that 1971 census be used as reference for 15th Finance Commission as to not penalise States which have worked towards . y hav p controlling population. he.During the meeting, which did not see representation from Delhi, Goa, Jammu and reve layer Kashmir, Odisha, Manipur, Mizoram, Sikkim and Tripura, Mr. Modi called upon States to fix "ambitious growth targets" for their economies as India looks to become a $5 trillion economy soon Mr. Kumar said chief ministers of northeastern States could not participate due to the flood situation in their respective States. Corporate Opportunities in Agriculture: Mr Modi also asked States to explore opportunities to increase corporate investment in agriculture, such as in food processing, warehousing and logistics. In the current financial year, States are receiving over 11 lakh crore from the Centre, which represents an increase of about T6 lakh crore, from the last year of the previous government. Growth trajectory: Pointing that the Indian economy has grown at a healthy rate of 7.7% in the fourth quarter of 2017-18, Mr Modi added that the challenge before India is to take the economic growth rate to double-digits for which many more steps needed to be taken. Opposition's stance: Former Finance Minister P Chidambaram too attacked the government for the high fuel prices and said it was "robbing Rs 13,000 crore from the people every time it increased fuel prices by one rupee.' . .In a series of tweets, Congress communication chief said PM Modi presented GDP figures.of only ay one quarter. "Instead of 'Jumlas, Modiji should tell why did the GDP fll steeply to 6.7% in 2017-18 despite changing the GDP calculation methodology? Was it because of his Disastrous DeMo & Flawed . GST?"

  6. want te be starti Page-5 South: Naidu raises SCS at NITI Aayog meet At the fourth Niti Aayog Governing Council meeting at Rashtrapati Bhavan with Prime Minister, Andhra* th Pradesh CM N. Chandrababu Naidu raised several pending issues for the State, including that of Special Category Status (SCS) In a span of 20 minutes, he raised pressing issues like the bifurcation-related Special Category Status, capital city, Polavaram project, revenue deficit, pull back of Rs. 350 crore relating to backward areas development fund and the many other pending issues Explaining how his State was lagging behind in terms of development compared to other southern States, he elaborated on why there was no rise in the per capita income despite constant efforts Mr. Naidu reminded that people ofAndhra Pradesh never wanted division of the State and that it was a unilateral stand of the Centre. re . . ,He said the provisions made in the AP Reorganisation Act were yet to be implemented, and went on to say that the Modi Government had failed to fulfill his promises in the last four years. He also pointed out that clarity eluded in several other issues Polavaram project: Mr. Naidu demanded that the Centre spell out what kind of special assistance the State would be given. Referring to the Polavaram project, he said the Centre should release, without any further delay, adequate funds for land acquisition and for implementation of the relief and rehabilitation package. It should also initiate measures to ensure that the project is completed within the stipulated time frame, by 2019. ay

  7. want to be starting ganses, beiag anted to show the boss whatcE He said Andhra Pradesh did not have a capital after its division. To construct a new capital the State would need funds. He said AP was planning for a greenfield capital and Centre should grant funds adequately for it Centre's 'flip-flop' on revenue deficit: He said the Modi Government had pulled back Rs. 350 crore of funds allocated for backward areas development and also spoke about what he called . y hav reve Centre's flip-flop' on revenue deficit in Andhra Pradesh State. He said the Centre should do the he g needful to fill the gap. Finance Minister of Andhra Pradesh said the agenda of the meeting should have been discussed with the States Speaking to media, he said, "If they do not intend to give us a chance to talk, there is no purpose n of this meeting. The agenda should have been set after discussing issues with the States. I am strongly against this unilateral stand of the Centre in a democracy." layer or us erent . Agriculture being one of the issues in the agenda, he referred to the Central Statistics Office (CSO) report and said agriculture growth rate was not more than 2 %. "What are they doing for doubling income growth of farmers? The Centre is not giving Minimum Support Price for many commodities, the State has to bear it. For the ones they are giving, it is not full," he said rk and t sta .

  8. want te be starti why is Polavaram Project so important for Andhra Pradesh? at th Polavaram is a multi-purpose irrigation project which is under construction and located oin river Godavari, West Godavari district in Andhra Pradesh. . The project has been on cards for almost 75 years . Benefits: The project will be a one-stop solution for all the water needs of the state. The project reservoir has live storage 752 TMCs at canal's full supply level of 41.15 metres (135 ft) MSL and gross storage of 194 TMCs thereby enabling irrigation of 23,20,000 acres (including stabilisation of existing irrigated lands) p . re he . Polavaram will benefit all the 13 districts ofA.P, directly and indirectly. . Polavaram project dam being built on River Godavari can help divert and utilise Godavari water to . Krishna and other rivers. If executed well, this project can make the state drought-free forever. ent . Rationale: The Godavari is one of the most flooded rivers in South India, and nearly 3000 TMCs un of water flows into the ocean as wastage every year. Whereas the water levels in other major rivers Krishna and Penna are reducing year by year, which has become a serious concern to lakhs of farmers. Utilising the minute fraction of those 3000 TMCs which is going waste to the ocean will serve the agricultural and drinking needs of the state. . ksa by
