In question 1, don't we have to discuss whether the statement, "an essential condition to eradicate poverty is to liberate the poor from the process of deprivation" is true or not and then support our stance with examples ? Instead of how the Government is tackling the issue. That is the meaning of 'substantiate' right ?

I attempted the answer from that perspective as well. however, when I asked some current civil servants for their opinion, they told me to interpret the question in a government policy way. Thank you ! I would've attempted it in the non-policy way in the exam hall and then would've wondered why I got less marks :P so, many thanks for that. I'm actually an aspirant for next year so I don't exactly attempt these mains questions but use them for reference to guide my studies. I also have limited knowledge right now since it has not been very long since I have started my preparation so most of the points I come up with are already mentioned by you. Non-sampling errors are much harder to quantify than sampling errors.
