ILLEGALADOPTIONS CASE Taking cognizance of the recent cases of illegal adoptions, Ministry of Women and Child Development directs state governments to ensure registration of all child care institutions and linking to CARA within the next one month. 2. ABOUT CARA CARA is designated as the Central Authority to deal with inter-country adoptions in accordance with the provisions of the Hague Convention on Inter country Adoption, 1993, ratified by Government of India in 2003. 3.   3. ASSAM BILL 1. AGAINST WITCH HUNTINGm Hunting(Prohibt President Ram Nath Kovind has Assam Witch Hunting (Prohibition, Prevention and Protection) Bill, 2015 passed by State Assembly in August 2015. 2. PUNISHMENT imprisonment up to seven years along with a fine up to Rs 5 lakh for identifyingand calling a person witch The punishment for leading a person to commit suicide after intimidating, stigmatising, defamingand accusing as witch may be extended to life imprisonment and fine up to Rs 5 lakh. -

NATIONAL DATABASE - 1.ARMS LICENSE Union Home Ministry is planning to create National Database of Arms Licenses system from April 2019. 2.ACT APPLICABLE The decision has been taken by exercising powers under Section 44 of the Arms Act, 1959 (54 of 1959) by amending the Arms Rules, 2016. These rules will be called the Arms (Second Amendment) Rules, 2018. 3. UNIQUE IDENTIFICATION NUMBER All the arms licence holders, new or old, will be included in a national database of arms licenses system and they will be issued a unique identification number (UIN) as well. -


  5. LEAP MICROSCOPE 1.11T MADRAS The Indian Institute of Technology (IIT)-Madras has commissioned remotely operable Local Electrode Atom Probe (LEAP) microscope. It is claimed to be world's first remotely operable LEAP microscope. 2. WHAT IS IT LEAP is high-performance microscope thatcan provide a precise atom-by- atom view of materials. DEVELOPED BY: Other partner institutions are IITs of Bombay, Delhi, Kanpur, Kharagpur and Ropar, International Advanced Research Centre for Powder Metallurgy and New Materials (ARCI) and Board of Research in Nuclear Sciences (BRNS). 3.   6. CENTRAL MOTOR VEHICLE RULES 1. AMENDMENT Ministry of Road Transportand Highways has notified draft amendments to the Central Motor Vehicles Rules. 2. PROVISIONS FASTags and Vehicle Tracking System device mandatory for all commercial vehicles obtaining national permit. The proposed amendment also provides that no fitness certification shall be required at the time of registration for new transport vehicles All goods carriage vehicles will be required to carry goods in a closed body of the vehicle or container.


  7. SANSKRIT BHASHA VIKAS BOARD 1. GUJARAT In orderto promote the Sanskrit language, the state government has decided to form the Sanskrit Bhasha Vikas Board. The decision was announced by state education minister Bhupendrasinh Chudasama at an event held at the Gujarat University. 2. OTHER FEATURES The University, which had recently started a dedicated centre for spoken Sanskrit, open for all, claims that they are getting a good response. Office will be set up in six months. State also plans to celebrate Sanskrit Utsav.
