president's pardoning power doesnt come under judicial reveiw. but i am confused now if judicial review is applicable for governor's pardoning powers? can anybody help with this?

The exercise of pardoning power by President or Governor is not subject to judicial review except where the decision is arbitrary,irrational,mala fide or discriminatory.
