Poor Utilisation of Funds in Beti Bachao, Beti Padhao Scheme

The present prime minister Narendra Modi  launched this Beti Bachao Beti padhao scheme. Narendra Modi by the year 2015. This scheme means saving daughters and making our daughters literate by allowing them to study. This scheme was put into action to rule out the gender discrimination present in India among males and females. This discrimination is present to increase male dominance over females in every aspect. To stop such thought and action, this was a brilliant scheme initiated by the government of India to encourage female children to shine and empower society. There are also certain disadvantages of Beti Bachao Beti Padhao.

Installation of the program 

This was launched to reduce the female infant mortality rate and increase the sex ratio, drastically reducing from 918 girls to 1000 boys. This cruelty happens due to sex-selective abortions to kill female infants. This was launched in 2015 in over 450 villages across India. This is a scheme checked by three central ministries involving the women and child care ministry and the ministry of health and education. 

The issue faced by BBBP

Beti Bachao Beti padhao scheme involves poor Fund Utilisation, as accused by the committee on women empowerment. The scheme concentrated mostly on advertising the scheme and its awareness and reach rather than concentrating funds on the health and education of the girl children as promised by the scheme.

The total budget from the inception to till date is 848 crores, where the funds of 622.48 crores are dispersed to the states. The disappointing research or fact came to the notice of the committee that only 23.48 per cent of the funds, which is 155 crore,s are only being identified to be utilised by the state government. This disappointing report was also put to the notice by the auditor General, who stated that the funds are being improperly utilised by the states contributing to the disadvantages of Beti Bachao Beti Padhao during his financial report by the year 2016 to 2017.

In the presence of ill utilised funds, the central government and the three ministries were releasing timely funds for the state for the proper functioning of the scheme. The committee has questioned this, and they addressed that the ministry of women’s welfare should check the Utilisation of funds by the state government. This should be checked from time to time.

The solution to issues faced by BBBP

To remove the disadvantages of Beti Bachao Beti Padhao, the committee suggested the following points be followed to remove the existing ill Utilisation,

  • The Utilisation of 50 lakh rupees per annum per district is mandator. This makes equalisation of distribution of funds and helps the state keep a check on the performance of each district. This splits the work within the district and gives the district authorities autonomous power to clear and execute schemes.
  • The Utilisation of funds should be carried out under six mandatory fields that help in the upbringing of a girl child. This helps to make the major objectives of the Beti Bachao Beti Padhao BBBP scheme alive and existing. 
  • The percentage segregation of the funds is 16 per cent over inter-sectoral consultation or capacity building,6 per cent for monitoring and evaluation,10 per cent for sectoral health involvement,8 per cent as flexible funds that are mandatory at times of financial crisis in the scheme execution,50 per cent over awareness and reach to citizens and 10 per cent for sector management in education.
  • There is a national task force headed by the head of MWCD, a District task force headed by a magistrate or collector and a state task force headed by the chief secretary to keep the trajectory of the movement or the progression of the scheme. Their important job is to remove the disadvantages of Beti Bachao Beti Padhao and to establish major objectives of the Beti Bachao Beti Padhao BBBP scheme.
  • They found out that the absence of girls’ toilets in schools was why the girls dropped out of school. According to the statistics, only 94.46 per cent of schools have toilets, including coed schools, and only 90.65 have functional toilets.
  • Kendra Vidyalaya Sangathan, Jawahar navodaya Vidyalaya have separate toilets for girls 
  • Under samagra Shikshak, they are advised to conductive learning through specialised construction of girls’ toilets and a positive approach to learning. Under this vision, 95.4 per cent of schools have girls’ toilet construction. 
  • They have a mission of constructing a girls’ toilet that is 100 per cent complete in the upcoming days. In conjunction with the jaw Shakti mission, they have planned to launch. 

Conclusion 

BBBP scheme is used to alleviate the sex disproportionate between males and females. This had disadvantages for Beti Bachao Beti Padhao. Especially regarding the advertising where advertisement took a whopping amount. State Utilisation of funds was also poor. Health and education, along with basic amenities, need to be properly addressed.
