Reservation in India was started with a very good objective of uplifting the socially backward society to give them equality of opportunities. But with time its meaning and the way it has been taken by the people has left many of us to believe that it has stopped delivering for what it was made. People have started misusing it.Following points cites the various misuse of reservation: 1)School and colleges give admission to a reserved category student with certain low marks without understanding the future challenges the student faces in future.Eg not able to speak fluently in interviews,lack of knowledge leading to unemployment. 2)Even in government offices after selecting the candidate on category basis, they are even promoted base on resevation and not the quality of work they do. 3) The category student inspite of good financial status used the reservation which are for the underprivileged students.Hence a bright student looses the seat. Ways to change attitude of people: 1)People should be made aware of the objecive of reservation for which it was started by the makers of our constituion. 2)The goverment should clearly identify the sections of society that need reservation so that the priviledged reserved category persons will be aware that it is not meant for them. 3)People should be made realised that to make our country progres globally it is very importat to uplift the under privileged and vulnerable sections of the society by giviing them equal opportunities in every field. 4)In schools students should be taught about the caste,ethnic,gender etc soo that they themselves in future will say no to reservation. 5)Government should intervene and sould bring in publicpolicy which will make society equal. As reservation is practiced in other countries too like U.S but they are not snatching away the rights of eligible candidates and helping the needy as well.Education should not be a part of politics. Instead nurture the saplings right from childhood for their bright future and then there won’t be any need of so called reservation system in India.

TH-1 PLAYING THE ANGLES, WITH RUSSIA (Gs-2) US-RUSSIA partnership-two sides of the spectrum- together in Iran nuclear deal at loggerheads on Syria and ISIS- relations at the lowest point since the end of the Cold War. - Recently-President Obama announced the expulsion of 35 Russian diplomats from the U.S- influencing U.S. elections. - From Nazism to Communism-The notion of an irreconcilable enemy figure, in a binary world of good and evil, has been the hallmark of American foreign policy for most part of the last century - Revival of Cold War logic- Bush tried to resuscitate a dead Cold War logic but emerging challenges from terrorism and complexities of world from friends and enemies mutated and fused among themselves- unfamiliar territory- Obama for the tempering qualities of humility and restraint. - Russian View- Blame Obama's and U.S.-NATO Policies for rising global crisis. - relations got complicated by an aggressive US policy of systemic containment of Russia- BMD Georgia, Crimea-Black Sea etc.- Democrats and Republicans are united against Russia- their single biggest foe! - Trump believes that NATO has to repurpose itself and focus on fighting Islamist threats in partnership with Russia and is bothered about Russia's human rights track record or its expansionist posturing. - Wants to contain China in a pragmatic manner, no issue with Assad regime-major concern is Iran and Afghanistan - While Mr. Obama theorised the polycentric world, Mr. Putin appears to have done a good job navigating it, striking strategic and commercial deals - Resetting ties-could trigger a cascade of geostrategic realignments across the world

TH-2 NOT JUST ABOUT A QUOTA (Gs-1/2) o SARI (Social Attitudes Research for India) survey findings- what people in cities, towns, and villages think about reservations. o Findings- Majority of well educated families against Government's reservations to marginalized sections of India o 3 maior reasons for opposition 1. Merit- people from reserved categories are often given a concession ignoring the important disadvantages that people from reserved categories face in going to school or getting a job today ability to decipher test answers or speak confidently in an interview is often the result of being nurtured in an environment that is a result of accumulated economic, social and cultural capital Equality- Reservation is a policy tool that promotes equality rather than undermines- written into India's Constitution was to ensure representation of all social groups in positions of power 2. 3. Based on Income- reservation is intended not to be an anti-poverty programme.-Dalits, backward Muslims, and Adivasis face social discrimination and exclusion that poor people from general caste backgrounds do not face. Practiced in other countries as well- reservation or other types of affirmative action are used to try to overcome human prejudice based on race, gender, ethnicity, religion, caste or any other group identity, and to encourage representation of and participation by groups traditionally excluded and discriminated against. Need to educate children in schools about caste, ethnic, gender and regional diversities and the need for public policy interventions to make society more equal and fair.

  7. LIVEMINT- GST: ANTI-PROFITEERING MEASURES NECESSARY? (GS-3) Revised draft model GST- to constitute an authority to monitor the prices businesses charge for goods and services. o The authority will examine whether any reduction in a business' cost base, or in the tax rate on goods and services as a result of the introduction of GST, is passed on to consumers in the form of appropriately reduced prices. o Issues- No clarity on the authority also an additional compliance burden on Indian businesses. o Oversees experience- anti-profiteering provisions are only effective with proper Education and awareness of consumers and business- Australia was the first country to enact similar provisions Australian Competition and Consumer Commission (ACCC), In Malaysia it led to widespread litigation and was found to be administratively difficult to implement. o From a business perspective, exploiting customers is not a viable business strategy-Ultimately, it is competition and an open marketplace that is the best tool for keeping prices in check o General belief-in Dynamic and competitive market such as India, market forces will ensure that any reduction in an Indian business' cost base will flow through to lower prices administration, Litigations- time and cost etc. which adds nothing to the economy and detracts from the benefits of moving to a GST o Implementation challenges- need of detailed guidelines detailed on the mechanism for computation of benefit and o The Govt. should make it easier for businesses to comply with the GST rather than imposing another compliance regime

IE-1: NOTE BAN: WHAT SUPREME COURT SAID EARLIER (Gs-2) o Similar Petitions in court against Demonetisation- 38 years ago a Constitution Bench adjudicating on the validity of the High Denomination Bank Notes (Demonetisation) Act, 1978. The court also went into the issue of banks refusing to exchange the high denomination notes of some petitioners on various grounds. o It took the five-judge Bench 18 years to deliver its judgment in Jayantilal Ratanchand Shah versus Reserve Bank of India and Others in 1996 o Ordinance that came into force on January 16, 1978 and was subsequently passed as law by Parliament Petitioners contended that the Act violated their fundamental rights, including the now-deleted Article 31 (Right to Property)- also argued that the move was illegal because the "acquisition" of old notes served no public purpose under Article 31 no property could be compulsorily acquired except for public purposes. o The Judgement- said that the Purpose stated was justified and it did not violate the fundamental rights
