Very Strong Laws including SC/ST prevention of atrocities act 1989,Untouchability act 1955 and various constitutional provisions etc have been framed but have failed to this discrimination. So,It is important to address the following concerns rather than making stronger legislation which are strong enough on paper . 1 Attitudinal change need to brought about among the upper caste through the use of local Panchayat level officials who need to dessiminate information regarding the rights ,legal provisions and ensure community places are open to all. 2 Police need to sensitised to take due notice of violation of dalits rights and act stringently rather than turning a blind eye. 3 School,College administration ,the staff and students need to be sensitised as attitudinal change can effectively be brought about through education and textbooks. 4 Dalits fear reporting such crimes fearing backlash in the community they live.Such barriers need to be dispelled by the strengthening and reaching out to them through institution already in place namely National Commission for SCs etc. Stringent laws alone can never work .Attitudinal change in perception toward the dalit and for dalit toward themselves need to change through active intervention which is possible within the existing framework.....!!! change

Hi Jyoti, Nice points but I think you got diverted from the demand of the question but suggesting measures against the marginalisation of Dalit. It is only regarding the reservations :)

'Reservation'word should be clear in mind before any social change against it, it is policy tool ,to strength and uplifted the weaker and marginalised section of our indian society, and provide equal rights so that ttey are not left behind. meaure should be taken care to change social attitude against it 1-through education ,at early stage of life,in school about caste, ethinicity, gender, and regional diversities. 2-create awareness based tv programme ,hosted by some famous personalities, help in reducing discrimination or deep seated biasness 3-lower and panchyat level, people should consider each and everyone view points, help in reducing social and attitudinal perception aboout reservations
