Key points:
Home Voting Facility for Elderly and PwDs:
- Voters above 85 years of age and Persons with Disabilities (PwDs) with 40% benchmark disability can vote from home.
- This initiative allows these voters to participate in the electoral process conveniently.
- It aims to create a more equitable and representative democracy where every citizen’s voice matters, regardless of physical limitations or age.
Inclusive Electoral Process:
- Over 81 lakh voters above the age of 85 and 90 lakh plus PwD voters are registered for home voting.
Procedure to Avail Home Voting Facility::
- Within five days of the election notification, eligible voters must complete Form 12D.
- The Booth Level Officer (BLO) will retrieve Form 12D from the elector’s residence once the required documentation is completed.
- A team of polling officials and security personnel visit the voter’s residence to collect their votes.
- Voters receive SMS notifications about the days when home voting is active.
- The entire process is recorded on video to ensure transparency and accountability.
Other initiatives for Inclusive Elections:
- Multi Constituency Remote Electronic Voting Machine (RVM): To allow domestic migrants to vote for their home constituencies from remote locations.
- Voting by postal ballot: For service voters (members of the armed forces, police forces serving outside their states, and government employees serving outside India), voters on election duty, and electors subjected to preventive detention.
- Facilitating proxy voting: Allowing registered electors (particularly service voters) to delegate their voting rights to a representative of their choice.
Why in news?
- For 2024 Lok Sabha Elections, the Election Commission of India (ECI), for the first time has provided the facility of home voting for the elderly and Persons with Disabilities.
