Events that Led to COMCASA

COMCASA is a new framework in the defence affairs between the Government of India and the US Government in case of an emergency. This article details events that led to the agreement.

The Communications Compatibility and Security Agreement (COMCASA) is a bilateral agreement between the United States and India. It aims to secure effective communication between government entities in the two countries and between the two countries’ militaries. 

To counter its enemies, India needed to improve less secure systems. For example, India will use US military intelligence to counter Pakistan and China. To increase safety, India got highly coded communication equipment through this agreement. COMCASA is designed to facilitate secure and reliable communications between officials and military personnel and ensure that critical national security and defence information can be transmitted between the two countries. COMCASA does not stipulate which technologies can be used for COMCASA-compliant communications, allowing the two countries to work together to find the best technology for their needs. COMCASA is an additional layer of security.

What is COMCASA?

COMCASA is an agreement between the Indian and American governments that aims to ensure that their communications in nuclear and defence affairs are secure and can be accessed by them in an emergency. COMCASA also seeks to ensure that sensitive information shared by the two countries is not shared inappropriately with other countries. The signing of COMCASA comes when India is pushing for an NSG (Nuclear Suppliers Group) membership, which will allow it to access advanced nuclear technology and equipment from countries other than the US. The NSG is a group of nuclear-exporting countries established in the 70s to ensure that none of these countries can use their nuclear technology for military purposes.

The US has agreed to upgrade its communication equipment on its platforms operated by the Indian armed forces. These platforms include C-130J, C-17, P-8I aircraft, Apache and Chinook helicopters.

Earlier, the Act was called the Communication and Information on Security Memorandum of Agreement (CISMOA). However, it was changed to COMCASA to suit Indian interests.

How does COMCASA help India?

COMCASA is expected to help India get a seat at the table for international issues, such as the NSG. In the future, India will likely become a global power, and being part of the NSG will help it achieve this goal. COMCASA will also allow India a greater say in the policies that will affect the future of the region and the world. This will help ensure that the country continues to make positive contributions to the global community. 

It will also provide a legal framework to allow the United States to transfer encrypted communication security equipment to India. India is set to replace its current encryption system for the government with a more secure and better system. Communications Compatibility and Security Agreement (COMCASA) will help India access advanced technologies used by the US.

In addition, it will allow the two countries to have a greater strategic partnership in the future. It is expected that this agreement will increase the strategic partnership between the US and India and will help improve the bilateral relationship. This will also help both countries meet their strategic goals in the region.

Objectives of the Agreement

COMCASA is similar to the Communications and Information Technology Agreement (CITA), currently in place between the US and India. COMCASA is designed to ensure that India receives the same level of support it gets from the US in military and nuclear technology, even after it obtains membership of the NSG.

Events that Led to the COMCASA Agreement

The COMCASA resulted from months of negotiations between the US and India, which started after the two countries decided to elevate their defence relationship to a level closer to that of a treaty alliance. As part of that process, the two countries agreed on the broad outlines of COMCASA, although some details still needed to be finalised. COMCASA was signed in September 2018, and it was publicly announced in October that year. COMCASA was only part of the strategy to get India into the NSG.

The deal with the US was under negotiation for almost 10 years. One of the primary reasons for the delay in the Indo-US COMCASA agreement was that India felt that its independence could be compromised. Critics argued that the deal could jeopardise Russia’s relationship with India, which they had built over the years.
