Major Programs Under Central Assistance to States Plan: Budget 2015-16

In most cases, the Center can only run programmes that pertain to topics that are included on the Union list (Central Plan/Central Sector Schemes). It is the responsibility of the states to carry out programmes on the responsibilities outlined in the State list. However, in order to encourage states to take on projects and programmes that are in the national interest, the Center sponsors many programmes on items that are mentioned in the State list either in full or in part. The name for these kinds of programmes is Centrally Sponsored Schemes(CSS).

To be more specific, CSS is the most important part of Central Assistance to state plans (CA), which is a programme in which states do not have a great deal of leeway. The other component is a grant to the states in the form of block grants, which the states are free to utilise however they see fit. However, according to the Budget for 2015, a significant number of the plan grants (block grants), such as Normal Central Assistance, Special Plan Assistance, Special Central Assistance, and Additional Central Assistance for other purposes, are incorporated into the award of FC itself (greater share of taxes and non-plan grants). In light of this, Centrally Sponsored Schemes (CSS) and Central Assistance (CA) are frequently used interchangeably, despite the fact that they were previously regarded as two distinct entities. The CSS is now the most significant component of CA to states.

Budget allocation to CSS

According to the Union Budget for 2015–2016, the total Plan Outlay for that year will amount to Rs. 4,65,277 crore. The budgetary support for the Central Plan in 2014-2015 is 2,60,493 crore, while the total assistance from the central government for the plans of the states and union territories is 2,04,784 crore. It is important to note that although financial support for the Central Plan has increased, the amount of assistance provided by the central government to state plans has decreased during this year.

A list of the programmes that are being funded by the central government

At the moment, there are a total of 72 CSS, which includes the six brand-new programmes that the NDA government has initiated. The number of Centrally Sponsored Schemes (CSS) will be reduced, according to the recommendations of the 14th Finance Commission, in order to bring it in line with the increased allocation for the states, as mentioned in the budget for 2015–2016. At this time, the Union Government is only fully supporting 31 different schemes, while 24 other schemes only receive partial support. 8 different schemes have been disconnected from the centre’s support.

  5. Support for the Machinery Necessary for the Implementation of the Prevention of Atrocities Act of 1989 and the Protection of Civil Rights Act of 1955
  6. The National Programme for the Inclusion of Persons with Disabilities
  7. A Plan for Offering Education to Those Who Are Part of a Minority
  8. An umbrella programme for the education of children with ST
  9. Indira Gandhi Matritva Sahyog Yojna (IGMSY)
  10. System for the Integrated Protection of Children (ICPS)
  11. The Rajiv Gandhi Scheme for the Empowerment of Adolescent Girls (RGSEAG- SABLA).
