In this article we are going to take a look at the 1st Chairman of UPSC along with the required age limit for IAS and also study about the First Chairman of UPSC after independence of India.

The Union Public Service Commission, which is often shortened to UPSC, is India’s best central agency for hiring all Group “A” officers for the Indian government. It is in charge of making appointments and holding exams for all Group “A” positions in all union government establishments. This includes all central public sector units and all central autonomous bodies. While the main personnel agency in India is the Department of Personnel and Training.

Part XIV of the Indian Constitution, which is called Services Under the Union and the States, gives the agency its authority. The Constitution says that the commission is in charge of putting people in the Union and All India Services. It is also required to be consulted by the government when it comes to hiring, moving, promoting, and punishing people. The commission reports directly to the President and can give advice to the Government through him. But the Government doesn’t have to follow this advice. As a constitutional authority, UPSC is one of the few institutions that is both independent and free to do its job. The other two are the country’s highest court and, more recently, the Election Commission.

The commission’s main office is in New Delhi at Dholpur House, and it has its own secretariat. Since April 5, 2022, Dr. Manoj Soni has been the head of the UPSC.

It was created on October 1, 1926, as the Public Service Commission. The Government of India Act of 1935 changed its name to the Federal Public Service Commission, and after India gained independence, it was renamed the Union Public Service Commission.

1st Chairman of UPSC

Sir Ross Barker was the 1st Chairman of UPSC. He became a member of the commission in October 1926 and continued to serve in that capacity until August 1932. The Chairman of the Union Public Service Commission (UPSC) and the members of the UPSC are both appointed by the President of India. The Chairman of the UPSC and the other members serve in their positions for a term of six years or until they reach the age of 65, whichever comes first. There have been a total of 30 chairmen of the UPSC during its history. Since the 5th of APRIL 2022, Dr. Manoj Soni has served as the Chairman of the UPSC.

Age limit for IAS

The age limit for the IAS examination is 21 years old. On August 1st of that year, the candidate must be at least 21 years old in order to take the exam. Preliminary examinations in 2022, for example, require that candidates be older than 21 on August 1, 2022, in order to be eligible to sit for them. 

August 1 is used to establish the upper age limit, as well. This means that by August 1, 2022, if a candidate is taking the prelims in 2022, he/she must be below the stated maximum level. The highest age limit varies per category, as shown below.

  1. The general category has a 32-year-old maximum age restriction.

  2. The maximum age for OBCs is 35 years old.

  3. Limit for the disabled: 37 years old.

  4. The maximum age at which military members who are injured or killed while serving in hostile or unstable areas can be released is 35 years.

  5. Ex-military personnel, including CO’s and ECOs/SSCOs, who have completed at least five years of military service, are restricted to serving until the age of 37.

  6. People who are blind, deaf-mute, or orthopaedically crippled are only allowed to be 42 years old as a general rule.

OBC/SC/ST candidates will be given cumulative age relaxation in addition to the above-mentioned norms. For example, if a person is an OBC and an ex-serviceman, he will earn an additional 3 + 5 = 8 years, which implies that his upper age restriction now stands at 40.

1st Chairman of UPSC after independence

After India’s independence, Sh. H. K. Kripalani was the first Indian to hold the position of chairman of the Union Public Service Commission. Between the dates of April 1, 1947 and January 13, 1949, he presided over the organisation as its head. The Union Public Service Commission is the primary personnel selection body in the Indian government. Provisions pertaining to the membership of the UPSC are defined in the Constitution in articles 315 through 323, respectively. It comprises a chairman in addition to members who have been chosen by the President of India.

When civil servants were part of the king’s household in the past, they worked directly for the king or queen. As the power of monarchs and princes decreased and, in some places, they lost their right to rule, ministers and heads of departments were given more freedom to choose who to appoint. Senior civil servants can have a big impact on policy, and they need to work closely with ministers, so all governments insist on giving them full freedom of choice in appointments, even if they rarely use it, as is the case in Great Britain. The UPSC has a chairman and ten members as of right now. The UPSC Chairman and other members are chosen by the President of India. Each member stays in office for either six years or until he or she turns 65. Members can quit in the middle of their terms by sending a letter to the President. The president can also get rid of them by following the steps in the constitution.
