The Supreme Court said on Thursday that the Dam Safety Act of 2021 covered everything except how to “settle political scores” in inter-state dam disputes. The remark was made during a hearing on the Mullaperiyar dam, and justice A.M. Khanwilkar’s bench sought to know if the dam would be the first to be dealt with under the statute.

The law, which went into effect in December after decades of debate, is intended to address the long-felt need for resolving issues with the safety of key dams around the country. It covers the monitoring, inspection, operation, and maintenance of specific dams to avoid tragedies caused by a dam failure, as well as institutional safeguards to assure their safe operation.

Maintenance of Dam Safety

The Act applied to dams mentions that the dam’s height should be no more than 15 metres and should be between 10 and 15 metres, in which subject should have a specified term.

 Its goal is to establish two national institutions. The National Committee on Dam Safety (NCDS) is responsible for developing dam safety policies and recommending appropriate laws. At the same time, the National Dam Safety Authority (NDSA) would be responsible for the implementation policy and the terms for resolving the issues between the different states. The NDSA will be restricted. The law also buzzes because of the growth of State Dam Safety Organisations and State Dam Safety Commissions. Dam owners will be liable for their dams’ construction, operation, maintenance, and oversight.

Prevention of Dam Failure 

The optimal action for each of these issues is typically the same, but it’s crucial to remember that human life is always the most important worry. In other cases, such as a controlled breach, damaging the dam structure is the safest option. The appropriate regulatory and resource bodies should be contacted and informed of the issue. As previously stated, if downstream populations are endangered, evacuation efforts should be launched. 

Reservoir drawdown activities should be started as soon as possible in practically all circumstances to relieve the hydraulic strains operating on the dam. If the dam’s condition is worsening rapidly, immediate action should be taken. This is when having various equipment and materials on hand comes in handy. The sandbags can use the freeboard to avoid overtopping and riprapping, which can be used to prevent dam erosion. The fabric can also be used in contract piping by a geotextile filter.

In some cases, a dam crisis will have advanced far enough that emergency intervention will not be able to avoid failure until it is discovered properly. In situations like this, actions should be done to postpone a breach as long as feasible and provide as much time as possible for emergency protocols and evacuation to be implemented downstream. The various natural water resources occurring on earth regarding the states of solid, liquid and gases are potentially useful to people and are referred to as water resources.
