Current Affairs Webinar by Rajiv Mehrishi

Rajiv Mehrishi is a retired IAS Officer, also he was the 13th Comptroller and Auditor General of India (C&AG) and Vice Chairman of the United Nations Panel of External Auditors.Due to COVID circumstances in India, in order to take care of the safety of citizens, the last webinar of Rajiv Mehrishi was postponed.

CAG of India 

The full form of CAG is Comptroller and Auditor General of India. CAG handles the Indian Audit and Accounts Department (IAAD), this department constitutes the Supreme Audit Institution of India. CAG is a statutory auditor of corporations which are government –owned and even conduct audits of government companies in which the government has an equity share of at least 51 percent. The reports of Comptroller and Auditor General are laid before the legislature and will be taken up for discussion by the Public Accounts Committee and Committees on Public Undertakings. In 1971, the Comptroller and Auditor General of India ( Duties, Powers, and Conditions of service) Act, 1971 was enacted by the central government. Audit of government accounts including the accounts of the state government in India is done by CAG of India who is having power to audit all expenditure from the Consolidated Fund of the union or state governments, all revenues which are of consolidated funds and all transactions relating to the  Public account and the contingency funds of the union and the states. 

Article 149-151 of the Constitution describes the roles of the CAG, which are also mentioned below.

Roles of CAG

Under article 149 of the Constitution, the Parliament has enacted the legislation which is so detailed that tells us about the duties of CAG. 

The Powers and Condition Act came in 1971, it describes the CAG mandate and puts almost every spending per revenue collection. 

His basic duties are to audit and report upon following things:-

  1. All receipts of island spending from the consolidated funds of the Union and State Governments.

  2. All transactions related to the Contingency funds also known as Emergency Expenses.

  3. Audit related to money of the public that is held by the government through Public Accounts at Central or state level.

  4. Stores and stocks Accounts of Government Departments.

  5. Government companies accounts.

  6. Accounts of Autonomous Institutes and Departments. 

Powers of CAG

In order to maintain Audit, the Act provides following powers to CAG

  1. CAG has power to inspect any office, organization, institution who is subject to his audit.

  2. CAG can question the executive to examine transactions.

  3. CAG can call any audited entity related to any documents, records, papers, etc. 

  4. CAG can also decide the extent of audit.

Current CAG of India

Shri Girish Chandra Murmu is the current CAG of India. He took this responsibility on 8th August, 2020.

He is postgraduate in Political Science from Utkal University. HE took an MBA degree from the University of Birmingham. He is an Indian Administrative Services Officer of Gujarat cadre of 1985 batch. 

He was born on 21st November, 1959 in Mayurbhanj District of Odisha. 

Prior to CAG, Shri Girish Chandra Murmu was the first Lieutenant Governor of the Union Territory of Jammu and Kashmir.

On 20th March, 2020 at 11:00 AM in association with Clear IAS, Rajiv Mehrishi has organized a webinar. The topic of the webinar was “How to study current Affairs for Civil Service Examination.”

Conclusion

In this article, we have learnt about duties and powers of CAG, and also came to know about current CAG of India. We also studied some points about Webinar which was co- organized by Rajiv Mehrishi with McGraw Hill Education and Clear IAS. We have discussed the Comptroller and Auditor General of India and its roles and responsibilities. Moreover, there is a discussion regarding the power of CAG. For example –CAG has the power to inspect any office, organization, institutions, who is subject to his audit and also has the power to decide about the extent of the audit.
