It violated the right of the LGBTQ community to "equal citizenship and equal protection of laws." The court held that bodily autonomy was individualistic. Choice of a partner was part of the fundamental right to privacy. The court set aside its 2013 judgment in the Suresh Koushal case. Legal experts said this was a much-needed self-correction of a past judicial wrong committed against the community. Experts said the Constitution Bench verdict would become the foundation for members of the community to seek individual rights.

Mattis led the American delegation, and the Indian team was headed by their counterparts Sushma Swaraj and Nirmala Sitharaman "They welcomed the signing of a Communications Compatibility and Security Agreement that will facilitate access to advanced defence systems and enable India to optimally utilise its existing U.S.-origin platforms," a Joint Statement issued at the end of the bilateral dialogue declared.

KCR dissolves Telangana House (GS-2) (Page-1) Bringing down the curtain on days of speculation over the fate of the Telangana Assembly in the wake of a spree of Policy decisions by the Telangana Rashtra Samiti government, the Council of Ministers, headed by Chief Minister K. Chandrasekhar Rao, on Thursday recommended dissolution of the House. The recommendation was accepted by Governor E.S.L. Narasimhan. Mr. Narasimhan advised Mr. Rao to head a caretaker government. Immediately thereafter, a notification in the name of the Governor was issued by the Legislature Secretariat dissolving the Assembly, which was published in the State gazette. Mr Rao presided over a 20-minute meeting of the Cabinet at his camp office complex"Pragathi Bhavan, around 1.30 p.m. after which he drove to the Raj Bhavan to hand over the resolution to Mr. Narasimhan. Without informing the agenda for the Cabinet meeting, Mr. Rao personally called up all the Ministers the previous night to come over at short notice. Blames it on Cong. At a press conference, Mr. Rao exuded confidence that the TRS would win 100-plus seats and held the Congress responsible for forcing an election on the people six months in advance. He kept his promise to announce TRS candidates, releasing a list of 105 names out of the 119 constituencies.

Assam Governor flags cattle smuggling on the border (GS-2) (Page-5) Assam Governor Jagdish Mukhi has said he would inspect the entire stretch of the India-Bangladesh border to find out the exact points" of cattle smuggling. Five States share the 4,096-km-long border between the two countries.Assam's share is 263 km, I 19.I km of which is riverine. On a three-day visit to Dhubri and South Salma ra-Mankachar districts that began Wednesday, Mr Mukhi said cattle smuggling cases across the border have come down in the last couple of years, but it "still is a cause for concern". He attributed the arrest in cattle smuggling to strategic deployment of forces, use of sophisticated gadgets and presence of more Border Security Force personnel than before. But he said he was not satisfied with the Customs Department vis-a-vis the entire procedure of seizing cattle."I will take up the issue with the authorities concerned so that the seizure process becomes transparent," he said.

  9. Odisha House nod for Legislative Council (GS-2) (Page-5) A resolution seeking creation of a Legislative Council in Odisha was passed in the State Assembly on Thursday. The resolution moved by State Parliamentary Affairs Minister Bikram Keshari Arukha was passed with as many as 104 of the total 147 legislators casting their votes in its favour. The ruling Biju Janata Dal has 117 members in the House. The legislators of opposition Congress and BJP staged a walkout before the resolution was put to vote. While Congress had opposed the idea of creation of the Council, the BJP had alleged that the government was moving ahead with the proposal to accommodate the sitting BJD legislators who will not be given tickets to contest the 2019 elections. The resolution will be sent to the Centre for approval of Parliament to facilitate creation of the Legislative Council

Wider consultations After the passing of the resolution, Chief Minister Naveen Patnaik said the creation of the Council will be of great help as wider consultations are required to accelerate the growth momentum that the State has picked up A proposal for creation of the Legislative Council in Odisha was passed by the State Cabinet on August 24. The proposed Council will have 49 members, which is one-third of the total members of the State Assembly. The Odisha government had set up a committee in 2015 to study the Legislative Councils in other States and recommend for establishment of one in the State.
