NATIONAL NEWs abine roves bill to make IIMs autonomous The Union cabinet has cleared the Indian Institute of Management (IIM) Bill, 2017- will allow "complete autonomy combined with adequate accountability" Complete autonomy would allow them to award degrees instead of diplomas, as is the case now The bill will ensure IIMs are "board-driven, with the chairperson and director selected by the board Currently, the boards largely make recommendations and the government either accepts or rejects their proposals- like the appointment of directors and the chairman of the board of governors The coordination forum-It will be an advisory body, consisting of 33 members, and its chairman will be selected by a search-cum-selection committee Governing board: of an IIM will have 15 members including three women members and five from the alumni community The bill provides for a periodic review of IIMs' performance by independent agencies- annual report on the IIMs will be placed in Parliament and the comptroller and auditor general will be auditing their accounts . . .

An analysis done by the Association for Democratic Reforms (ADR) .The total income of national and regional political parties between 2004-05 and 2014-15 stood at R11,367 crore, with the highest of 3,982 crore being the Congress's share However, 69% of the income of these parties was from unknown sources The income of national parties from unknown sources increased by 313% during the decade; for the regional parties, it went up by 652% The BSP is the only party which has got 100% of its income through donations from unknown sources Its total income increased by 2,057%, from 5.19 crore during 2004-05 to?111.96 crore during 2014-15 The details of donors pertaining only to 1,835.63 crore were available. The income from other known sources, such as the sale of assets, membership fees, bank interest, the sale of publications and party levy, was 21,698.73 crore, . about 15% of the total Mt. Farmers pointed that absence of Cauvery Management Board and Cauvery Water Regulatory Commission, as mandated . Cauvery Water Dispute Tribunal mandated establishment of Cauvery Management Board to ensure implementation of and compliance with 2007 award on sharing of river water. Board is headed by Chief Engineer to be appointed by Central govt. Board would have power to operate reservoirs in Karnataka and Tamil Nadu as per data collected by it. . Farmers pleaded with central team to come out with some result unlike pervious team sent by SC in October last vear. ai .   8. ENVIRONMENT NEWS India to ratify amended version of Kvoto Proto In a move to put pressure on developed countries, India had ratified amended version of Kyoto . Until now only 75 countries had ratified amended version of Kvoto Protocol called Doha . Kyoto Protocol of 1997 came into force into 2005 which put obviating on developed countries .However, refusal by US to ratify, the second largest polluter, and lack of commitment by Protocol amendment which spans from 2012 to 2020 ,but falls short of 144 countries to put it into force to reduce emissions level by 5.2% of 1990 level from 2008-12 developed countries line Japan, Canada made emissions level rather rise in this periods. Kyoto Protocol incentivized Indian firms to retrofit their polluting plants in hope of earning carbon credits. Doha amendment created second commitment period (2008-12) and are nitrogen trifluoride as greenhouse gas. Second commitment period is devoid of any commitment from US, Canada,Kyoto Protocol Japan . Ll nde 10 . Though India has no binding targets, but ratifying it would give strong footing in climate negotiation under Paris deal to be featured next vear. Ratification would give India moral legitimacy to revive the question of equity and climate justice in Paris climate deal which would come into force after ending of second commitment period of Kyoto Protocol In 2020

  9. INTERNATIONAL NEWS Pakistan tests 2,200-km range surface-to-surface missile . Pakistan conducted the first flight test of long range surface-to-surface ballistic missile Ababeel . It claimed that the missile has the capability to carry nuclear warheads and engage multiple targets with high precision, defeating the enemy's hostile radars-The missile has a maximum range of 2,200 Km . The missile is capable of delivering multiple warheads, using Multiple Independent Re-entry Vehicle (MIRV) technology On January 9, Pakistan had conducted a test-firing of submarine-launched cruise missile "Babur-3", having a range of 450 Km . Babur-3: It is a sea-based variant of cruise missile Babur-2, which was successfully tested in December . Related: India- Pinaka rockets, with a guidance system and an enhanced range, were successfully test-fired from the Integrated Test Range (ITR) at Chandipur in Odisha- developed by the Research Centre, Imarat (RCI), Hyderabad (under DRDO) India hopes for $75-bn infra fund from U India and the UAE are expected to announce more than a dozen agreements as they spell out their strategic partnership It would also include an MoU on the proposed $75- billion UAE sovereign wealth fund investment in Indian infrastructure that has been hanging fire for 18 months The agreements will include MoUs on investment, strategic partnership on oil and energy, defence manufacturing and purchases .

Cabinet gave post facto approval for introduction of Varishtha Pension Bima Yojana 2017 The scheme will be implemented through Life Insurance Corporation (LIC) to provide social protection to people aged 60 years and above. It involves buffet from market shocks that can be detrimental for their income Scheme will provide pension based on guaranteed interest rate of 8% for 10 years with monthly, quarterly, half year and annual basis option. The difference between return generated by LIC and 8% assured return will be borne by govt as subsidy Cabinet clears int arm loans Cabinet gave ex post facto approval for interest for two months of November, December, 2016 for farmers accessing short term crop loans from cooprative banks It also approved interest subvention to NABARD on additional refinance by NABARD to Cooperative banks. Refinance generally refers to provision of new loans/ Finance at lower interest rate Govt approved NABARD to make short term market borrowing .
