A pulsar is a highly magnetized, rotating neutron star that emits a beam of electromagnetic radiation. This radiation can be observed only when the beam of emission is pointing toward Earth (much the way a lighthouse can be seen only when the light is pointed in the direction of an observer), and is responsible for the pulsed appearance of emission.

radiation will be seen in both cases in case of going away or coming towards the earth. there will be difference of wavelength only in both cases
Central Statistical Organisation was set up in 1951. It functions under the ministry of Statistics and programme implementation. Its Headquarters is in delhi. It is responsible for compiling National Account Statistics(NAS), Nation Income Accounting, Index of Industrial Production(IIP), Consumer Price Index(CPI), GDP rate etc., It is headed by a director general assisted by 5 ADGs and 4 DDGs.
Pulsars were first discovered in 1967, when a pulsating signal or a signal with accurate time intervals was received by Earth. These signals were nicknamed as "Little Green Men"(LGM). Later, on research, astronomers named it as Pulsars, a short form of "Pulsating Star". These Pulsars are highly magnetized rotating neutron stars that emit a strong electromagnetic radiation which reach earth at regular intervals of time, so precise that they can compete with atomic clocks in their precision. These are highly dense and have short regular rotational periods.
