My Question: Front page of 21 Jan The hindu reads that "The state govt had proposed to issue an ordinance in a day or two to allow jallikattu... Now who is going to issue this ordinance and through what procedure? Newspaper also states that this subject falls in the concurrent list of the constitution.... What does that list mentions about this thing? Exactly what does it states?
