Padma Awards were instituted in 1954 to recognise citizens of India to honour their outstanding contributions to various areas of work, including education, the arts, literature, industry and acting, science in medicine, social service, and public issues. It has also been awarded to distinguished individuals who weren’t citizens of India but who contributed to India differently. The criteria for selection have been criticised in certain circles, claiming that many worthy artists were removed to favour some people. India has created an online platform for ordinary citizens to suggest their nominations for the civil “Padma” awards annually.

Anyone who is a citizen of India is eligible to nominate a potential recipient. It is also possible to nominate one’s self. Nominations must be made online, where a form must be completed together with the details of the person or organisation being nominated. A 900-word essay describing the efforts of the person who is a candidate for awarding to be provided for nomination to be considered. The government also sends letters to governors of various states, governors, Union territories, central ministers, and departments to solicit nominations. There is no way of soliciting the recipient’s formal or written approval before the awards are announced. However, before the announcement, each recipient receives a phone call from the Ministry of Home Affairs informing them of the award.
