In 1980, Late CA Sri M.C Bhandari( Kolkata) had inaugurated an organization that had been named as the Bharat Nirman. This organization had always been an active participant through its Advocacy Role in the India Growth Story , for the Policy Makers and Regulators of the country. Projects on irrigation, roads( Pradhan Mantri Gram Sadak Yojana), water supply, etc is what the organization comprises. Hence the Government of India has released the Bharat Nirman Yojana whose objective is to have a vision on six major areas- Bijli, Pani Sadak, Irrigation, Telecommunication and housing generally in the rural parts and areas of the country.
Features of the Bharat Nirman Yojana
The Union Government has planned and launched its new scheme, giving a step towards the improvement in the rural sector. This scheme is known as the Bharat Nirman Yojana. The Union Government was launched in the year 2005 on 16 December. The main objective of the scheme is to develop the infrastructure in rural areas and make it more developed in comparison to urban areas. The Ministry of Rural Development is responsible for governing this particular scheme. For implementing this scheme, the duration is determined to be for four years. An amount of 174000 crore has been expected as the expenditure.
Major Sectors Of The Scheme
The government has implemented six major sectors for the following four years of target . These are as follows-
- Irrigation- Irrigation is the first implemented sector. The government has ensured an additional one crore hectare of land for irrigation by the year 2009.
- Roads- Its main aim is linking 1000 population of all villages with roads and all the ST and hilly villages upto a population of 500 is also to be linked with the roads. A total of 47354 habitations under Bharat Nirman have been connected out of 63940 habitations still left to be connected and 60421 habitations are being sanctioned for works in December 2012.
- Housing- 60 lakh additional houses have been constructed for the poor. In Phase-1 under Bharat Nirman Programme, 60 lakh houses were being planned and implemented to be made all over the country under Indira Gandhi Awas Yojana during the four years starting from 2005-06 to 2008-09. With an expenditure of Rs 21720.39 crore, 71.76 lakh houses were built against this target.Constructing 120 lakh houses over a period of 5 years, i.e, from 2009-10 to 2013-14, were the targets for Phase-2 under Bharat Nirman. More than 85.72 lakh houses have been constructed during the first three years of the scheme.
- Water Supply- The remaining 74000 villages to be supplied with proper drinking water is what the target ensures about.
- Electrification- The scheme ensures that the remaining 125000 villages should be supplied with proper electricity is what it tends to ensure. It also ensures that it will supply electricity to 2.3 crore houses.
- Rural Communication- This scheme focuses on providing telephone facilities to the remaining 66822 villages.
Conclusion
Hence, the Bharat Nirman Yojana releases schemes in the six major sectors that the rural areas were always deprived of, whether it be infrastructure or social or economic factors. This scheme is really helpful in bringing up the rural areas in a developed way. The Prime Minister, Manmohan Singh had launched this scheme when one year of UPA government was successfully being completed. There has been an extension in its targeted years that is it has been extended from a time duration of four years.
