Uttar Pradesh Council of Agricultural Research (UPCAR):
The UPCAR is an autonomous apex-state organization registered as a society that plans, coordinates, and supports agricultural and allied science research, teaching, training, and technology transfer.
UPCAR was founded on June 14, 1989, and its headquarters are located in Lucknow. With the active coordination of the State Agricultural Universities (SAUs), ICAR, and CSIR Institutes based in the state, it has established expertise to discover answers to developing problems connected to agriculture and associated sectors in the state over the years.
The Director-General is the UPCAR’s Chief Executive Officer and technical leader. The Council is divided into six technical and administrative wings for efficient operation. Each technical wing is led by a Deputy Director-General, while the administrative and accounting wing is overseen by the Secretary of the Council. All of the wings are strengthened by the support crew. The following are the technical wings:

Central Avian Research Institute (CARI):
The Indian Council of Agricultural Research (ICAR) founded the Central Avian Research Institute (CARI) on November 2, 1979, in Izatnagar, Bareilly, Uttar Pradesh to provide all-round assistance to the poultry sector’s growth.
- This Institute has played an important role in the Indian poultry sector since its inception by providing need-based R&D support for diversified poultry production, processing, and marketing, as well as Post-graduate education, training, and technology transfer activities to increase productivity, production, and profitability.

Central Potato Research Institute (CPRI):
The ICAR-CPRI is a non-profit scientific institution that focuses solely on the potato crop. Potato growing and use in sub-tropical agroecosystems have become popularised thanks to the institute’s efforts. Potatoes are well known for contributing to global food and nutritional security, particularly in India, while also assisting the rural poor in their efforts to escape poverty. The institute devotes all of its resources to making that belief a reality.
