Why in news?

The Central Sector Scheme for Comprehensive Rehabilitation for Welfare of Transgender Persons (SMILR sub-scheme) was recently launched.

About SMILE (Support for Marginalized Individuals for Livelihood and Enterprise)

  • It was launched by the Ministry of Social Justice and Empowerment.
  • It includes two sub-schemes - Central Sector Scheme for Comprehensive Rehabilitation for Welfare of Transgender Persons and Central Sector Scheme for Comprehensive Rehabilitation of persons engaged in the act of Begging. 

Objectives

  • To provide welfare and rehabilitation to the transgender community and the people engaged in the act of begging.
  • It focusses extensively on rehabilitation, provision of medical facilities, counseling, education, skill development, economic linkages etc. with the support of State Governments / UTs / Local Urban Bodies, Voluntary Organizations, Community Based Organizations (CBOs) and institutions and others.
Central Sector Scheme for Comprehensive Rehabilitation for Welfare of Transgender Person: This sub-scheme has dedicated components for providing health care support, skill development support, shelter home support for destitute transgender persons, provision to setup transgender protection cells at district and state level, provision to setup transgender welfare boards at state level, trans-safe toilets etc.

Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY)

Why in news?

The Union Cabinet approved the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), a central sector sub-scheme under the Pradhan Mantri Matsya Sampada Yojana. 

About Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana:

  • It will be implemented as the Central Sector Sub-scheme under the Pradhan Mantri Matsya Sampada Yojana (PMMSY).
  • This initiative aims to formalize the fisheries sector and support fisheries micro and small enterprises with an investment of over Rs. 6,000 crore over four years (FY 2023-24 to FY 2026-27) across all states and union territories.
  • Intended Beneficiaries:
    • Fishers, Fish (Aquaculture) Farmers, Fish workers, Fish Vendors or such other persons directly engaged in fisheries value chain.
    • Micro and Small enterprises in the form of Proprietary Firms, Partnership Firms and Companies registered in India, Societies. 
    • FFPOs also include Farmers Producer Organizations (FPOs).
    • Any other beneficiaries that may be included by the Department of Fisheries, Gol as targeted beneficiaries.
  • Aims and objectives of PM-MKSSY:
    • Gradual Formalization of the unorganized fisheries sector through self registration of fishers, fish farmers and supportive workers under a National Fisheries Sector Digital Platform including creation of work based digital identifies of fish workers for improved service delivery.
    • Facilitating access to institutional financing fisheries sector micro and small enterprises.
    • Providing a one-time incentive to beneficiaries for purchasing aquaculture insurance.
    • lncentivizing fisheries and aquaculture microenterprises through performance grants for improving fisheries sector value-chain efficiencies including creation and maintenance of jobs.
    • Incentivising micro and small enterprises through performance grants for adoption and expansion of fish and fishery product safety and quality assurance systems including creation and maintenance of jobs.

Why in news? 

India's Unified Payment Interface (UPI) services are now available in Sri Lanka and Mauritius.

More about news

  • Enables the availability of UPI settlement services for Indian nationals travelling to Sri Lanka and Mauritius, as well as for Mauritian nationals travelling to India.
  • The extension of RuPay card services in Mauritius is a noteworthy development, enabling Mauritian banks to issue cards based on the RuPay mechanism.
  • This move is expected to facilitate the usage of RuPay cards for settlements in both India and Mauritius, fostering enhanced financial integration between the two countries.
  • According to the government, France, UAE, Mauritius, Sri Lanka, Singapore, Bhutan, and Nepal are the countries that accept UPI payments.

Atmospheric Rivers

Why in news?

Recent news highlights the escalating impact of global warming on atmospheric rivers.

About Atmospheric Rivers

  • Vast volumes of water vapor are carried by wind systems that form atmospheric rivers, which are 1-2 km high and 300–500 km broad. They cover a distance of two thousand kilometers. 
  • Rain or snow are common forms of water vapor released by atmospheric rivers as they come to rest on land. 
  • Ninety per cent of the ocean moisture is transferred to the mid-latitudes by atmospheric rivers.
  • In the same way, low-level jets carry the majority of the moisture from the ocean to land in the tropics. 
  • Low level jets can be found in both tropical and extratropical regions, despite atmospheric rivers being an extratropical phenomena.
  • Because they produce the rain and snow that are vital to the water supply, atmospheric rivers are important. 
  • Rainfall from atmospheric rivers can fall during the winter, although it only happens during the summer from low-level jets.

Difference between composite floor test and floor test

Why in news?

Bihar's ongoing political shift culminated in a floor test held in the Legislative Assembly on February 12th.

What is floor test?

  • A chief minister appointed by the governor can be asked to prove his majority in case of doubt. 
  • In the 2016 elections, AIADMK won 134 out of 234 seats. With absolute majority, there were no questions asked and AIADMK leader J Jayalalithaa became the chief minister and formed the government. 
  • In situations where the majority can be questioned (for instance, when there is a coalition government), the governor may ask the chief minister to prove his/ majority in the House. 
  • In that case, the chief minister has to move a vote of confidence and win a majority among those present and voting.

What is composite floor test?

  • If there is more than one person making a claim to form the government and the majority is not clear the governor may call for a special session to see who has the majority. Some legislators may be absent or choose not to vote. The majority is then counted based on those present and voting. This can be done through a voice vote, where the legislators respond orally, or through a division vote.
  • In case of a division vote, voting can be done using electronic gadgets, slips or in a ballot box. Ballot box is usually a secret voting – just like how people vote during state or parliamentary elections. The person who has the majority will be allowed to form the government. In case there is a tie, the speaker can cast his vote.

SC finds States do not violate the Constitution in the appointment of Deputy Chief Ministers

Why in news?

The Supreme Court dismissed a challenge to Deputy Chief Minister appointments, finding them constitutional.

SC Judgement

    • A three-judge Bench headed by Chief Justice of India D.Y. Chandrachud found no harm in the appointment of Deputy Chief Ministers, reasoning that they were after all Members of Legislative Assemblies (MLAs) of the States and Ministers of State governments, and never mind the nomenclature.
  • According to the CJI, 
    • The Deputy Chief Ministers are first and foremost Ministers in the government of the State. 
    • A person who holds the office of the Deputy Chief Minister must at any event, within a stipulated period, be an MLA. 
    • Such appointments do not breach the Constitution.
    • He said that these persons appointed did not draw a higher salary and were like any other Minister in the government, and may just be more senior than the others.
  • The petitioner argued that such appointments were against Article 14 (right to equality) and the tenet of Article 15 which holds that the State ought not to discriminate on the grounds of religion, race, caste, sex or place of birth.
The post of Deputy CM
  • Article 163(1) of the Constitution says “there shall be a Council of Ministers with the Chief Minister at the head to aid and advise the Governor in the exercise of his functions”.
  • Neither Article 163 nor Article 164 (“Other provisions as to Ministers”), sub-clause (1) of which says “the Chief Minister shall be appointed by the Governor and the other Ministers shall be appointed by the Governor on the advice of the Chief Minister”, mentions a Deputy Chief Minister.
  • The post of Deputy CM is understood as being equivalent in rank to that of Cabinet Minister (in the state). The Deputy CM enjoys the same pay and perks as a Cabinet Minister.
