The Inter-State Council was established in the year 1990 and was taken as a permanent Council body after the order given by the President of India on the recommendation of the Sarkaria Commission. The following articles give the main idea and the information related to the specific topic.

The Sarkaria Commission

The Sarkaria Commission came into existence in the year. The major idea behind this Commission was to do a proper examination of the relationship between the center and the state regarding various portfolios and to make suggestions on the changes to the framework in the constitution of India.

It was headed by Justice Ranjit Singh Sarkaria who was also the chairman of this Commission and was named after him. There were also other members on the committee Shri B. Sivaraman who was the secretary of the cabinet, Dr. S.R. Sen and also Rama Subramaniam who was the member secretary.

The report of the Sarkaria Commission

Given below are the major points which were in the Sarkaria Commission report:

  1. The report of the Commission was divided into two parts; the very first part had the main report, and the second part of the report was filled with memoranda that were proposed by the state governments and the other political parties.
  2. The report covered all the intergovernmental relationships concerning the administrations and legislation of that particular spere.
  3. This report gave a major highlight to the establishment of the Interstate council under an article of the Indian constitution that was article 263, Imagine objective behind it was to make sure that there is abettor coordination between them.
  4. This report had 19 different chapters Apart from these chapters the report also included the information regarding 247 specific recommendations.

The Sarkaria Commission Recommendations

There were some major recommendations done in the Sarkaria Commission which are given below:

  • The Sarkaria Commission has recommended that there should be the appointment of different individuals with some years of experience in the public service without any partisan attitude in them.
  • The state should have the right and should be empowered so that they could look for development that could be done for the citizens under their jurisdiction and make sure that the welfare schemes that have been started are being properly employed on them.
  • The state government should have proper resources and should have enough financial resources to show that they are not dependent much and center.
  • There should be a proper setup of an Interstate council so that any issue that might arise and cause disputes between the states can be easily resolved.

The Significance of The Sarkaria Commission

The Sarkaria Commission has several significances some of which are given below:

  • There are many instances in which the Supreme Court has given several recommendations about the commissions and has helped emphasize the functioning of all those recommendations showing that there should be peace between the center and the state.
  • This Commission helps in the gathering of prominence whenever there is a need to question the governor because of the politics that is happening between the states. 
  • For instance, there were several issues arising in the state of Maharashtra, as there was a very unusual dissolution of the Maharashtrian government.
  • The Commission’s report has proven itself to be futuristic documentation that can also be applied in many ways to make changes in the federalism of our country.
