Ministry of human resource development is a policy of the Indian government to implement the national education policy. Seventy-four years ago, on 15th August 1947, it was formed.

The foundation of Human Resource Development is education, which plays a crucial and corrective function in balancing the country’s socio-economic structure. Because India’s population is its most valuable resource, the billion-strong nation requires nurturing and caring in basic schooling to achieve a higher quality of life. This requires an overall development of their people, which can be accomplished by establishing strong educational foundations.

This article will establish a formal statement on the Indian ministry of human resource development and its aims and objectives. Along with that, it will cover the foundation of the system. 

 

What is human resource development? 

Human Resource Development is the process of helping people develop their personal and organisational skills, talents, and knowledge, hence improving an organisation’s growth and efficiency. Human Resource Development is among the frameworks that help develop the group, develop individual and organisational skills to increase professional and knowledge, and personal and psychological capabilities. Human resource development is also described as expanding the workforce’s capacities, knowledge, and skills to work in a variety of professions.

The fundamental requirement for human resource development is the development of skills in personnel at all levels of the company. In addition, the purpose of human resource operations is to create an individual’s culture, principles, and values to strengthen the capacity to adapt to the environment that surrounds it, which improves its total effectiveness.

Human resource development also contributes to creating an efficient organisational culture, which leads to enhanced organisational effectiveness.

HRD helps people learn new knowledge, skills, and attitudes, making them more competent. Human resource development promotes acceptance of change and an atmosphere of trust and respect. HRD helps collect objective and relevant data on employee programs and policies, allowing for better human resource management.

 

What is human resource development in India?

The Ministry of Education, formerly known as the Ministry of Human Resource Development of 1985–2020, is now a government ministry in India that is in charge of implementing the National Policy on Education. The ministry is further subdivided into two departments, which are the Department of School Education and Literacy, which is responsible for primary education, secondary education, and higher secondary education, as well as adult education, and the Department of Higher Education, which is responsible for university education level, scholarships, technical education, and so on.

The Union Council of Ministers approved the revised National Education Policy 2020 on 29th July, in the year 2020. The NEP 2020 replaced the previous National Policy on Education from 1986. The Ministry of Human Resource and Development, also known as MHRD, was renamed the Ministry of Education under the NEP 2020. In addition, NEP 2020 established several new educational bodies, institutions, and concepts.

 

Department of human resource development in India

While the Department of School Education and Literacy is in charge of school education and literacy development of a country, on the other hand, the Department of Higher Education is in charge of one of the world’s largest higher education systems, ranking third only to the United States and China.

The Department of Secondary education and learning is focused on “universalization of education” and developing better citizens from their youthful workforce. For this, numerous new schemes and efforts are implemented regularly, and these schemes and efforts have just started to pay dividends in the way of increased school enrollment.

The Department of Higher Education, on the other hand, is working to offer world-class higher education and research opportunities to the country as Indian students do not fall short when competing on an international stage. To that end, the government has established collaborative ventures and signed Memorandums of Understanding, assisting Indian students in gaining access to global perspectives.

 

What are the objectives of the ministry of human resource development? 

The main objectives of the Indian ministry of human resource development are,

  • Creating the National Education Policy and ensuring that it is followed in letter and the spirit

  • Development plans include expanding access and enhancing the quality of educational institutions across the country, even in areas where people do not have access to education.

  • Paying special attention towards vulnerable populations such as the poor, women, and minorities

  • Scholarships, loan subsidies, and other forms of financial assistance should be made available to qualified students from underserved areas of society.

  • Promoting international cooperation in education, including collaboration with UNESCO, foreign governments, and universities to improve educational possibilities in the country.

 

Conclusion

Even though India took the lead in the Asia Pacific area by establishing a formal Ministry of Human Resource Development, the concept of national human resource development in India has primarily been limited to education and culture. The country’s complexity may make it challenging to create an integrated HRD system at the national scale. However, collaboration and learning from each other among different ministries and organisations and the private sector would go a long way toward efficiently evolving and implementing NHRD policies.
