An expert committee has been organized by the government of Kerala in order to review the global lockdown of the COVID-19 pandemic. This committee’s chairmanship was given to K. Abraham, who is the chief secretary. Kerala expert committee’s recommendation was to incorporate a relaxation phase of the pandemic lockdown mainly for the areas which were outside the 7 districts under hotspot in the state from 15th April 2020. In the context of the strategy adopted for the lockdown withdrawal, it can be stated that, to stop the infection cases and control the death rates the government has declared lockdowns in the hotspot areas.

The Kerala Expert committee’s recommendations also came up with non-health and health-related objectives for the steps and strategy of lockdown withdrawal. The strategies were developed for the management of vulnerable populations and hotspot areas. The committee stated that withdrawal of lockdown will only be considered after evaluating the decline and recovery rates in COVID 19 cases that were leading to the initial flattening of the curve of virus infection. The gradual tapering of the infection curve shows cases of zero infection in a week then that area will be declared as the orange zone by the government.

- The district will have a relaxation from April if less it has a record of only one case per week
- The private sector can work with 25% of workers by following all COVID-19 norms
- Every individual must wear masks and use sanitizer while they are outside the house
