A Thorough Overview on Inner Line Permit

It is said about ILP that the official travel documents of a state government can be acquired by visiting the official website of the particular state.

An Inner Line Permit is a kind of formal travel document that is issued by the state government for allowing the domestic travel of a citizen to a protected area. In December 2020, the central government first introduced the idea of an inner line permit. The former Union Home Minister of the Indian government stated that this particular project is the most significant step from the government that leads to the betterment of different states like Manipur, Jammu & Kashmir and Nagaland. Recent research about ILP disclosed that the idea of an inner line permit was taken from “Bengal Eastern Frontier Regulation of 1873”

A detailed study about ILP

Recent research about ILP disclosed that indigenous culture along with the inclusive tradition is the most important section of this idea that guides the improvement of the internal community culture of the state. In the recent situation, Citizenship Amendment Act (CAA) 2019 is the most important legislation that guides the actual population of India. Inner Line Permit is applicable for the Indian citizens to enter the protected area but for the foreigners, this permit is not applicable and for that purpose, they have to apply for a “Protected Area Permit (PAP)” to enter the protected area of the country. In order to answer the question of “Why Meghalaya should be brought under ILP?” It can be said that illegal migrants and cultural manifestation is also one of the issues of the state.

Manipur 

In Manipur, an Inner Line Permit is only valid for national tourists and for foreign tourists any kind of permit is not applicable. In this case, foreign tourists have to register their names with the SP of the particular region.                         

Arunachal Pradesh 

In this state, to enter the protected area the domestic or foreign tourists need either PAP or RAP from the Ministry of Home Affairs of the central government.

Nagaland 

In order to enter the restricted area in this state, domestic tourists need to have the Inner Line Permit but in the case of foreign tourists, they have to take permission from the regional police station.               

Mizoram 

Inner Line Permit is applicable for domestic tourists but for foreign tourists, permission from the regional police station is required. 

Importance of ILP

The significance of ILP is that the legislation guides the incorporation of the indigenous culture as well as the cultural diversity within the state. The implementation of this idea guides to increase the tradition of the preserved culture of that region. It is said about ILP that it guides to mitigate the issues of illegal migrants and the encroachment is also monitored by the presence of ILP. The particular regulation guides provide a safeguard to the demographic delicacy in terms of cultural and religious sections. The population of the north-eastern state is also maintained by the regulation of this legislation.

The discussion on ILP and CAA Connection includes the citizenship responsibilities of the state in the country. Citizenship Amendment Act has a great impact on the Inner Line Permit as this also looks after the protection of citizenship responsibilities as well as their cultural icons. Except West Bengal and Kerala all the states of India supported the Citizenship Amendment Act which is very helpful for measuring the population of the state along with the nation. The initial state of the regulation and the legislation the citizens of India protested against it.

In the initial stage, there was great confusion about ILP and so in the three east-northern states of India, Arunachal Pradesh as well as Nagaland with Mizoram, the project was implemented. After some time, in December 2020, the inner line permit was implemented in Manipur as the fourth state. In some regions of Jammu & Kashmir and Ladakh, the Inner Line Permit was required and was implemented in the early period. In contrast, the Inner Line Permit was abolished from that region of Jammu & Kashmir. Ladakh was also announced as a protected area in 2014. According to the legislation of the Inner Line Permit, some other states of India like Meghalaya and Assam, along with union territories like “Andaman and Nicobar Islands” are also included in this legislative idea.
