The plan proposes a supporting institutional framework for women who have been victims of adversity, allowing them to live with dignity and conviction. It envisions providing these women with housing, food, clothes, and health care, as well as economic and social stability. It also anticipates that the specific requirements of these women be met and that they should never be left alone or abandoned since this might lead to their exploitation and despair.
Swadhar Greh Scheme
The Swadhar Greh Scheme is being implemented by the Ministry of Women and Child Development, and it is aimed at women who have been subjected to adversity and require institutional help for rehabilitation in order to live a dignified life.
The scheme aims to provide these women with a safe place to live, food, clothes, and health care, as well as financial and social security.
Objectives
Swadhar Grehs will be established in each district, with a capacity of 30 women, to achieve the following goals:
To provide the fundamental needs of women in distress who lack social and economic assistance, such as housing, food, clothes, medical treatment, and care.
To help people reclaim their emotional power, which has been harmed as a result of their tragic circumstances.
To offer them legal assistance and instruction so that they may begin the process of readjusting to their new family/society.
To economically and emotionally rehabilitate them.
Assist women in distress by acting as a support system that recognises and supports their unique needs.
STRATEGIES
The following tactics would be used to achieve the aforementioned goals:
Food, clothes, medical care, and other necessities are provided in a temporary home setting.
Vocational and skill-upgrading training for such women’s economic rehabilitation
Counselling, public awareness, and behavioural training
Legal advice and assistance
Telephone-based counselling
BENEFICIARIES
The component’s benefit is available to women over the age of 18 who fall into the following categories:
Women who have been abandoned and have no social or economic support;
Women who have been made homeless as a result of natural catastrophes and have no social or economic assistance;
Women who have been released from prison and are without familial, social, or financial support;
Women who are forced to leave their homes without any means of survival due to domestic abuse, family stress, or dissension, and who have no specific protection from exploitation and/or face litigation due to marital difficulties
Women and girls are trafficked or rescued from brothels or other locations where they are exploited, as well as HIV/AIDS-affected women and girls who have no social or economic assistance. However, in places where the UJJAWALA Scheme is in effect, such women/girls should initially seek help under the UJJAWALA Scheme.
Women who have been victims of domestic abuse may be allowed to stay for up to a year. The maximum time of stay for other types of women might be up to three years. Older women over the age of 55 may be accommodated for a maximum of 5 years before being forced to move to old age homes or similar facilities.
ESTABLISHING AGENCIES AND CRITERIA FOR ELIGIBILITY
Women Development Corporations, for example, are state government agencies.
created by state legislatures
Autonomous bodies at the national or state level
Municipal Governments
Boards of Cantonment
Institutions of the Panchayati Raj and cooperatives
State governments’ Departments of Women and Child Development/Social Welfare, which may build Swadhar Greh and administer them on their own or lease them to organisations with the necessary experience for a length of time judged appropriate for managing the scheme’s operations.
Guidelines/Instructions for the Swadhar Greh Scheme’s Admission Policy, Services to be Provided, and Records Maintenance
When women come to Swadhar Greheither on their own or after being recommended by others, the first step is to learn about their social history, the source of their anguish, and their adjustment difficulties.
The counsellor would conduct a specific interview and create a case file for her (until MWCD develops and distributes a standard procedure), in order to help her overcome her initial trauma and determine the acceptability of Swadhar Grehas services for her requirements.
She should be recorded in the admissions register upon arrival, including information such as her name, residence, age, details of any children (if any), a description of the problem, and a reference.
Each case should have its own file containing the whole case record, relatives’ addresses, referral letters, and other letters/records related to the court case, police, and so on.
A record of help offered, such as meetings with various authorities in connection with the case, medical examinations, and so on, should be kept. These case files should be updated on a regular basis and available for review by any government authority at any time.
Conclusion:
The Ministry of Women and Child Development is implementing the Swadhar Greh Scheme, which is intended for women who have been victims of hardship and require institutional support for rehabilitation so that they can live a dignified life.
The concept presents a supportive institutional structure for adversity-stricken women, allowing them to live with dignity and conviction. It aims to provide home, food, clothing, and health care to these women, as well as economic and social stability. It also assumes that these women’s individual needs would be satisfied and that they will never be left alone or abandoned, as this might lead to exploitation and despair.
