The Lok Sabha is the House of people, duly constituted for the first time on the 17th of April 1952 and the first session on the 13th of May 1952. The Lok Sabha comprises more than 530 members. Article 98: Secretariat of Parliament speaks about the staff of Lok Sabha. Those are chosen by the people directly by the general election throughout the country and also from the territorial constituencies of the states. Not more than 20 members can represent the union territories.Â
Rules and Procedures
There are stipulated rules and procedures for the Constituted Assemble legislatively, and they had come into action immediately before the constitution of India was made. Later it was modified and adapted with the help of the Speaker of the Lok Sabha. The Speaker promptly amended the rules, which the Rules Committee of the House recommends. Until a certain time, they are amended by the Speaker. Later the House has to accept the amendment.
In the eighth Lok Sabha meeting, the rules, procedures, and conduct of the business were reviewed very deeply and were first adopted in 1952. The reviews helped in developing the practices as per the Rule Book. The rule book was made after all the reviews were placed for the Rules Committee so that they could incorporate any procedural changes. As a result of the evaluation, many changes have come about, and many amendments have been made. The rules committees had reviewed the same in 1989, and all the rule books have come into existence. The rule book was placed before the House, and the two houses accepted it.Â
Article 90: Vacation and Resignation of, and Removal from, the Office of Deputy ChairmanÂ
 According to Article 90: Vacation and resignation of, and removal from, the office of deputy chairman, the member holding the office of the Deputy Chairman, which is of the Council of states, will vacate the office if they are not a member of the Council. This may be done any time in the tenure in writing with their signature and should be addressed to the Chairman. The other aspect is that they may be removed from the office by the resolution passed by the Council with a majority of all the members of the Council. It also states that there is no resolution for the clause that it shall be moved not at least fourteen days after the prior notice and may intend to move the resolution.Â
Article 93: The Speaker and Deputy Speaker of the House of the PeopleÂ
Article 93: The Speaker and deputy speaker of the House of the people shall explain about the House of the People and can choose at least two members of the House to become the respective Speaker and the Deputy Speaker. If the office of the Speaker and the Deputy Speaker is vacant, the House has the right to choose one of the members from the elected member to take the place of the Speaker or the Deputy speaker.Â
Article 98: Secretariat of ParliamentÂ
Article 98: Secretariat of Parliament states that each Parliament house must have a designated secretarial staff, and the staff should carry the same post cadre providing there shall be a new building constructed accordingly in the both of the Houses of the Parliament. The Parliament is considered the law and regulates all the recruitment processes of the people to be deputed. It also drafts the conditions of the services of the persons appointed as the secretarial staff in either House of the Parliament.
The recruitment rules can be regulated with consultation with the President of India, the Speaker of the House of the people, the Chairman, and the Council of the ministers of the States. The consolation may be changed accordingly, and the major fact of the service is also impaled in the conditions. The secretarial staff should be governed by all the rules and regulations of the House and the Council of the states and work according to the law of the House of the People.Â
