The Ministry of Personnel, Public Grievances and Pensions is an Indian government ministry that deals with personnel problems such as recruiting, training, career development, worker welfare, and post-retirement benefits.

Schemes: [A] – Central Sector Schemes

1- Training for All 

The following are some of the activities covered by the Training Schemes:

  • Providing training at all levels of the civil service, from the lowest and most cutting-edge to the highest in policymaking, in order to improve their skill, knowledge, and attitude;

  • Improving national capability for information sharing on studies and training with other nations;

  • Conducting state-by-state surveys on the development issues that they face in relation to their growth potential;

  • a capacity-building programme to help civil society mobilise support for diverse public policy issues; and

  • re-engineering different government processes in order to recommend improvements in public service delivery and to establish a network of reputable management institutions and State ATIs to share knowledge and replicate best practises and successful methods across the nation;

  • Infrastructure upgrades at State ATIs for better training facilities.

2- Domestic Funding for Foreign Training

The plan contains the following elements:-

Long-term training, short-term training, and partial assistance to those who get admission on their own.

Officers are sent overseas under this scheme for training on a need-to-know basis, with the primary goal of learning from successful cross-country experiences.

3- Grant to IIPA

The programme aims to improve IIPA’s infrastructure facilities. IIPA will be enhanced along the following lines in light of the demanding future demands in the capacity-building sector:

  • Existing physical infrastructure will be upgraded and modernised to produce contemporary training facilities.

  • Improvements to intellectual infrastructure (database and knowledge centre and capacity enhancement).

  • To develop a countrywide network, IT connectivity with videoconferencing facilities is available at all 19 regional branches and 42 local branches.

4- Access to Information Capacity Building (UNDP Scheme)

Through training efforts, the project intends to build the system for improved governance and citizen contact to allow the operationalization of the Right to Information.

5- DFID – Poverty Reduction Capacity Building Project (Training Component)

The initiative intends to improve service delivery by increasing the capability of cutting-edge level officials. The Department of AR&PG is doing a DFID project on Capacity Building for Poverty Reduction. 

6- Augmentation of Training Facilities in ISTM

To accommodate the expanding training demands, ISTM will expand its training facilities and enhance its overall infrastructure. This will be accomplished by enhancing the current infrastructure. This includes activities such as seminar hall renovations, furniture replacement in classrooms, refurbishment of the Hostel, Library, and Administrative Blocks, and technology efforts such as library upgrade and digitization, ICT lab setup, and so on.

7- Improvement of Infrastructure and Upgradation of Essential Facilities at LBSNNA

The ‘Mid-Career Training for IAS Officers’ is held at LBSNAA. The infrastructure facilities are proposed to be upgraded in order to transform the Academy into a leading institute for conducting programmes in areas such as gender, human rights, freedom of information, and ethics, as well as to establish LBSNAA as a centre of excellence for training members of the higher civil services in the South Asia and East Asia region.

The following are the primary components of this Scheme:

  • LBSNAA is being upgraded to a Centre of Excellence.

  • The establishment of a National Center for Good Governance

8- CBI Schemes of Action

  1. CBI’s Training Center is being modernized:

This scheme aims to improve training facilities at the CBI Academy and its Regional Training Centres, as well as modernise key areas such as information technology, strategic options, process re-engineering, training system upgrade, logistic and support facilities, scientific and forensic support services, and human resource management.

  1. e-governance at CBI:

The programme involves upgrading CBI branches’ Wide Area Networks, replacing ageing computers and servers at CBI branches, and purchasing mobile phones and laptops for IOs, Supervisory Officers, and others in order to equip field formations with current equipment and speed up investigations.

 3. The construction of the CBI’s headquarters office building is underway.

The CBI HeadQuarters will be housed in a state-of-the-art structure within the CGO complex in New Delhi.

  1. Land acquisition for the CBI Mumbai branch

This is for the purpose of purchasing land from the MMRDA in Mumbai to house the CBI Mumbai branch.

[B] – Centrally Sponsored Schemes

Improving Government Transparency and Accountability via Effective Right to Information Act Implementation.

In August 2010, the federally funded scheme “Improving Transparency and Accountability in Government via Effective Implementation of the Right to Information Act” was started. The Scheme’s goal was to help the government become more responsible and transparent. The Scheme’s goal was to ensure that the RTI Act was properly implemented. The strategy was designed to produce the following results:

  1. The public can easily make RTI queries.

  2. Improvements in the quality and timeliness with which RTI requests and appeals are handled.

  3. Through capacity enhancement of Central/State Information Commissioners, effective Information Commissions will guarantee compliance with the Act’s requirements.

Conclusion

DOPT is responsible for policy formulation and serving as the government’s watchdog, ensuring that all ministries/departments adhere to certain accepted standards and norms in the recruitment, regulation of service conditions, posting transfers, and deputation of personnel, as well as other related issues.
