Prime Minister’s Fellowship for Doctoral Research

The programme  was launched by the Science and Engineering Research Board, Department of Science & Technology, Government of India  to promote full-time PhD academics to conduct research in “focus areas” that are both designated by companies and of national priorities. 

Researchers who wish to earn their PhD from one of India’s many reputable institutions of technology and research can compete for one of one hundred available fellowship seats each year.

The initiative is put into action by the Federation of Indian Chambers of Commerce and Industry (FICCI), acting on behalf of the SERB.

Eligibility

Those who wish to be considered for a fellowship under the Prime Minister’s Scheme for Doctoral Research should:

  • Native  Indian

  • PhD candidate working full time who is registered with any academic or research institution that offers the PhD degree.

  • Apply within 14 months of receiving your PhD.

Whichever day comes first between admission and registration

  • Complete the essential academic qualification in past

  • Have a business partner that will support fifty percent of the project.

  • Companionship (Rs.4lakhs per annum)

PPP stands for public-private partnership (PPP)

A Public-Private-Partnership (PPP) for human resource capacity building for industrial R&D has been recognised as one of the primary deliverables by a Subcommittee of the Prime Minister’s Council on Trade and Industry. 

This recognition came about as a result of the Subcommittee’s consideration of the main deliverables. 

One of the most important ideas that came out of the private sector was to create, develop, and put into action a doctoral research programme that was funded by public-private partnerships (PPP) in order to increase the degree of trust in academia, research organisations, and industry.

During the Inauguration Ceremony of the Indian Science Congress Association, which took place in June 2012 in Kolkata, an announcement was made regarding a special programme that will award one hundred

“Doctoral Research Fellowships” annually. Vide A proposal to rename the ‘SERB-CII Doctoral Fellowship Scheme’ as the Prime Minister’s Fellowship Scheme for Doctoral Research was approved by the Prime Minister’s Office and given the ID number 3646245/2012-ES-II on November 2, 2012.

Subsequently, the Prime Minister’s Fellowship Scheme for Doctoral Research was formally launched in New Delhi on November 8, 2012, as a public-private partnership (PPP) between the Science & Engineering Research Board (SERB), which is an autonomous body under the Department of Science and Technology (DST), Government of India, and the Confederation of Indian Industry (CII), during the ‘AICTE-CII University-Industry Congress & CII’s 4th Global Higher Education Summit.

Human resource capacity building

One of the numerous misconceptions about human resources (HR) that is being challenged is the notion that it is their role to enhance employees’ capabilities.

The reality is that within the organisation, no matter how much we try to shift blame to one another, we are only able to do so because it is everyone’s responsibility. 

This is the case regardless of how much we try to pass the buck.

The fact that it can be efficiently assisted by HR is one of the primary reasons why it may often be (and continue to be) in their court.

Increasing an organisation’s size or shifting its focus are two examples of activities that have historically been seen to fall under the umbrella term “capacity building.”

These actions could take place at the level of the organisation, the level of the management, or even at the level of the person.

As our knowledge of our people managers expands, we are being forced to confront the reality that virtually every HR strategy and implementation has a reliable partner in the form of the people manager. 

In this scenario, HR would take on a large research, analysing, and designing role before turning over to the people manager the obligation of implementing the final design, which would be personalised to meet the requirements of each individual based on their present capabilities.

It is desirable to establish stakeholder partnerships and co-management structures, which include the fisheries sectors along with public policy-makers and fisheries scientists, external funding bodies, and stakeholders representing community interests. 

These partnerships and structures should be established as soon as possible. 

It is also useful to provide training for the stakeholders who are participating in these procedures.

Conclusion

The Prime Minister’s Fellowship Scheme for Doctoral Research is one of the programmes that is available through this partnership (CII). 

The programme is designed to provide aspiring PhD scholars with a double scholarship, of which fifty percent will be provided by the government and the remaining fifty percent will be provided by a sponsoring industry. 

The scholarship will be used to fund research for a period of four years, after which the research fellow will be awarded a PhD based on their work in the industrial sector.
