The Coronavirus was the major pandemic of the twentieth century, killing many people. Covid 19 arrived in India when the world was still trying to figure out what the virus was all about; it is now spreading at a faster rate. The entire world was concerned, but a district in Rajasthan called Bhilwara turned out to be a successful example of a place that controls coronavirus transmission. The Bhilwara model was highly praised for its planning and successful execution, and the main reason for this was the Bhilwara model dm. As a result, let’s take a closer look at the model.Â
BodyÂ
In March 2020, when the government was implementing a lockdown in the country due to the covid 19 pandemic, the district collector of Bhilwara, Rajasthan, Rajendra Bhatt, was gearing up for a precarious situation. On March 21, he issued the first directions in the district, closing down all industries, factories, brick kilns, and other establishments.Â
Despite the slow start, the coming days would see a strategic containment plan executed with precision, excellent coordination, and extreme efficiency under Bhatt’s supervision. This strategic plan would create a district, the first district in the country to prevent new infections in less than two weeks. Hence, let’s understand this Bhilwara model stepwise.Â
The Textile Hub was Locked Down
At that time, the complete knowledge of Coronavirus was not present, and people were in confusion; Bhilwara model dm gave an order to close down all textile industries, effectively halting all industries and employment in the district. Recognizing the consequences of the ban on large industries for the economy and law and order, the local administration started swinging into action the next day, ordering the district manufacturing incharge to speak with all establishments, urging them not to entrench employees and ensuring a portion of their wages were paid.
I called industry associations and individual businesses to ask them to keep their employees. “We gave special throws to industrialists so they could handle wage payments to workers,” said Vipul Jani, the district’s industry incharge.Â
A Route Chart was Created
On the evening of March 20, 2021, it came as a surprise to Bhilwara that half of the cases in Rajasthan originated there. Furthermore, the doctor who had returned from South Africa and five other medical personnel were found to be covid positive. As the Bhilwara model, dm Rajendra Bhatt signed an order to local officials to draw route graphs for every zone in the district and ensure vital supplies for households and fertiliser and other farm inputs for farmers. These were to have been distributed as planned in these zones.
Screening of 92% of the Population
As we all know, in covid disease, the screening of the population was critical. Hence, the district administration of Bhilwara was constructing infrastructure to deal with the consequences of society transmission; health workers were all in the final stages of tracking down the first batch of suspected infections and everyone in their vicinity. “There were ICU patients, in addition to medical staff, who had initially tested positive.” We took hospital records, dispatched teams to these patients’ villages, and then tracked down everyone they had contact with. “We quarantined over 6000 people across the district, either at their homes or at available facilities,” said a medical director in the district hospital.
Converting Hotels and Hostels to Quarantine CentresÂ
As the situation worsened, the administration confiscated quarantine infrastructure with at least 6,000 beds in numerous places. In addition, government and privatised educational institutions’ hostels were prepared to house patients. Along with it, commands were provided to make sure that cow sheds received fodder on time, and all vehicles holding cow fodder were permitted to pass through various checkpoints. Local officials were also instructed to contact social workers, philanthropists, and businessmen who wanted to fund food and other necessities for those living a “hand to mouth existence,” such as truck drivers, street vendors, and daily wage workers.
Quarantine Suspects were Monitored
Corona fighter teams were installed in the Bhilwara model to ensure that people who were asked to self-quarantine did not leave their homes. These team members constantly monitored the forced evacuation of family members and sent daily updates to district authorities on their health and separation status. To avoid the scarcity of masks and hand sanitizers, the administration directed police to look for and prosecute any signs of black marketing.
Conclusion
The District Collector of Bhilwara demonstrated how, with proper planning, one could combat a transmissible disease as well. His contact tracing strategy and the use of patient tracing applications were incredible, focusing on contact tracing where 92 percent of the population was successfully traced and the care of animals and poor people. Gaushalas were fed regularly, and employees of textile industries were paid. As a result, the steps of the Bhilwara model were the primary reason that district cases decreased while covid cases increased throughout the world.
