Solutions to Challenges to E-Governance

  • Need to focus on increasing digital literacy among the masses. PM Gramin Digital Sakhsharta Abhiyan (PMGDISHA) is a significant step in this direction.
  • Infrastructure: There is a need to develop last-mile connectivity through infrastructure development like broadband connection, mobile towers, etc. Bharat Net, PM WANI are significant steps towards expanding the internet infrastructure.
  • Bolster PPP: Public-Private Partnership needs to be encouraged to reduce cost and time overrun in the implementation of e-governance measures.
  • Protecting Critical Information Infrastructure Assets: There is an urgency for the development of a critical information infrastructure assets protection strategy, improved analysis, and warning capabilities as well as improved information sharing on threats and vulnerabilities.
  • Data privacy and security: There is an urgent need to implement a data protection bill to protect the privacy of people and securing the critical infrastructure from cyber-attacks. Draft bill on data protection presented by BN Srikrishna committee needs to be implemented with necessary modification.
  • Increasing indigenization: The indigenous electronic hardware industry needs to be supported for strategic reasons. Production linked incentive scheme for mobile manufacturing by GOI is an excellent step.
  • Human resource development: There is a need for skilled human professionals to handle the implementation of e-governance measures.

The e-governance applications must be written in the local language of the people so that the reach of e-governance measures can be extended.
