Service and Cadre Allocation (Civil Services)

The Prime Minister’s Office (PMO) has asked the Department of Personnel and Training (DoPT) to examine if the services and cadres can be allocated to successful candidates of the civil services examination (CSE) after the completion of the foundation course.

Present System of Service and Cadre Allocation: 

  • After the selection in the Civil Services Examination (CSE) conducted by UPSC, the responsibility to allocate different services like IAS, IPS, IRS and other central services lies with the DoPT.
  • The services are allotted on the basis of final merit and service-preferences filled by the candidates after clearing the preliminary round of examination.
  • Since IAS and IPS are ‘all-India services’, the candidates allotted to these services are further allotted a particular cadre.
  • Most states have a separate cadre, except a few combined cadres like the Assam- Meghalaya cadre and the AGMUT cadre which includes Arunachal Pradesh, Goa, Mizoram, and Union Territories.
