Monitoring and Evaluation

“What is not monitored never gets done.”

Monitoring:  

What is Monitoring? It is the process of gathering data on an organisation’s performance in order to ensure that the operations are carried out as planned. Monitoring, in other words, is concerned with outputs.

What is the present status of monitoring? The majority of monitoring methods, such as subordinates’ periodic reporting, inspection forms, and so on, are based on process parameters. These tools rarely capture the level of satisfaction among citizens.

Recommendation: Citizen feedback should be used to evaluate the performance of government agencies.

Evaluation: 

What is Evaluation? The evaluation assesses the impact of the activities of an organisational unit. In other words, evaluation is concerned with outcomes.

What is the present status of the evaluation? While monitoring takes place within organisations, impact evaluations are uncommon.

Recommendation: For each government office with a public interface, a yearly external evaluation, as well as those conducted by the office itself, should be completed.

Rationalising Procedures:  The Commission looked into three different procedures in-depth and came up with a framework for making them more citizenfriendly.
