As Indian bureaucracy provides expertise for carrying out developmental works such as technical, professional, entrepreneurial capacities, etc.
- Population Increase: In developing countries like India where population is increasing multiple ways. This huge population explosion leads to the resource pressure which leads to the huge pressure on the resource management and allocation especially natural resources. Hence the role of the Bureaucracy has been expanding in scope with rising responsibilities. Therefore, their performance is supposed to increase without impacting the goals.
- Industrial Development: The expansion of administration and reliance on bureaucracy are inextricably linked to the country’s industrial development, economic growth through trade and commerce, and the establishment of steel plants, petrochemical facilities, and fertiliser plants, among other things. It is essential not just in policyprograms, but also in operational actions on the ground.
- The Growing Need of Welfare of People: The objective of the welfare state enshrined in the Constitution of India emphases responsibilities on the bureaucracy for establishing the said objectives. The need for social development like reducing poverty, increasing the quality of public services especially the public health system and need of the efficient public health system highlighted in ongoing Covid-19 pandemic. These needs made establishment of the Bureaucracy in India. The roles and responsibilities of the government can be fulfilled only after having a well-established administrative system which should carry out transformative welfare activities.
- Multifarious Activities of Modern Governments: As the geographical extension of India is a very challenging environment for carrying out various developmental activities, regulatory authority, law and order tasks, and increased security tasks. Etc. with these various newer policies and developmental goals has been increasing so, the administrative workload is also increasing.
- Rising Expectations of People: Today’s masses are demanding, questioning, and claiming their rights. The rising awareness among the people regarding their rights like need of quality education, efficient and good health system, affordable housing, ease of living for improving standard of living.
A civil servant must carry out the directives of the government impartially, truthfully, and without fear or favour.
