- Under the Article 53 and 154 in Part-XIV of the Constitution made provision that the President and Governor, directly or by the officer subordinate to him, has all executive powers. Under this particular part of the Constitution of India extensive provisions are made under the A-308 to 323 and these Articles explain about the services under the Union and State government and have all the power and authority over those who become part of the permanent members of the civil services.
- The manner in which officers are expected to assist the President or Governor in exercising his or her executive functions is regulated by the Government of India (Transaction of Business) Rules.
