For the first 5 years after its formation in 1988, the AICTE was chaired by the Minister for Human Resource Development of the Government of India, by the provisions of the AICTE Act (1987). On July 2, 1993, the first full-time Chairman was appointed, and the Council was reorganized in March 1994 for a three-year term. In 1994-95, the Executive Committee was reconstituted, and the All India Board of Studies and Advisory Boards were established. The Department of Human Resource Development’s local branches in Kolkata, Chennai, Kanpur, and Mumbai were relocated to AICTE on October 1, 1995, and the staff working in these offices were also deputed to the Council on foreign service conditions.

AICTE ACT:

The AICTE Act was enacted to provide for the establishment of an All India Council for Technical Education with a view to proper planning and synchronized development of a technical education system throughout the country, marketing of qualitative improvements in such education about planned quantitative growth, and regulation and maintenance schedule of norms and standards in the technical education system, among other things.

MISSION OF AICTE:

  • A true facilitator as well as an impartial regulator

  • Transparent government and an approach to society that is accountable

  • A planned and coordinated expansion of technical education in the country through certification of schools to ensure world-class standards

  • The development of high-quality institutions, academic excellence, and creative research and development programs is emphasized

  • For optimal resource usage, networking with/or a network of institutions

  • Dissemination of information

  • Forecasting technology and global workforce planning

  • Fostering industry-university collaboration in the development of innovative products, services, and patents

  • Instilling a spirit of entrepreneurship

  • Encourage the use of indigenous technology

  • Putting an emphasis on non-formal education

  • Providing all people with access to cheap education

  • Increasing the acceptability of technical education in India on a worldwide scale

POLICY OF AICTE:

  • The All India Council for Technical Education (AICTE) was established by Parliament to ensure that the technical education system in India is properly planned and developed. It is in charge of the technical education system’s promotion, quality enhancement, and correct preservation of norms and standards, as well as any topics related to it

  • Engineering, technology, architecture, town planning, management, pharmacy, and applied arts and crafts are all included in the definition of ‘technical education’ as specified by the AICTE Act 1987

  • Currently, the country’s technical education system offers technical education programs through the traditional face-to-face form of instruction

  • There are two aspects to maintaining technical education standards delivered through blended learning. The first is the method through which the courses/programs are delivered (via blended learning), and the second is the quality and relevancy of the course’s material

  • The AICTE has recently established rules and regulations for the delivery of Technical Education via blended learning

COMMON SCHEMES OF AICTE:

  • KAUSHAL AUGMENTATION AND RESTRUCTURING MISSION OF AICTE (KARMA):

The AICTE is launching the “Kaushal Augmentation and Restructuring Mission of AICTE” (KARMA) for all AICTE-approved institutions across the country to address the combined challenges of a shortage of trained workers in occupations and low skill levels among those already employed.

  • PRADHAN MANTRI KAUSHAL VIKAS YOJNA (PMKVY)

The PMKVY for Technical Institutes scheme is being implemented by AICTE-approved Technical Institutes across the country. In the next three years, 10.5 lakh youth would be imparted engineering skills through this scheme.

  • SAANSAD AADARSH GRAM YOJNA

Saansad Aadarsh Gram Yojana is a rural development initiative that focuses on village development in general, including social growth, cultural development, and spreading motivation among the people for local community social mobilization.

  • ATAL RANKING OF INSTITUTIONS ON INNOVATION ACHIEVEMENTS (ARIIA)

ARIIA is a project of the Ministry of Human Resource Development (MHRD), Government of India, to rate all major higher educational institutions and colleges in India based on indicators of “Entrepreneurial Development ” among students and faculty.

  • SWAYAM:

This is accomplished through a platform that allows anyone, anywhere, at any time to access all of the courses taught in classrooms from Class 9 to post-graduation. All of the courses are interactive, created by some of the top teachers in the country, and are free to anyone who intends to learn. These courses were developed with the help of over 1,000 highly selected faculty and teachers from across the country.

Learners can take SWAYAM courses for free, but if they want a SWAYAM certificate, they must register for the final proctored tests, which cost money and take them in person at designated centers on specific days. The certificate’s eligibility will be posted on the course website, and learners will only receive certificates if this condition is met. 

  • AICTE STARTUP CONTEST:

Shri Pranab Mukherjee, the then Hon’ble President of India, initiated the AICTE Student Start-up Policy on November 16, 2016, in full compliance with the Government of India’s “Start-up India” Response Plan to guide and promote student-driven breakthroughs and start-ups in over 10,000 AICTE approved institutions across the country.

CONCLUSION:

An Act of Parliament has charged the AICTE with planning and promoting technical education in the country, as well as supporting innovation, research, and development in technical institutions for the overall improvement of the educational process through various programs. The Finance Bureau was established in the Council with the mission of implementing numerous schemes and initiatives while also providing the necessary financial knowledge and overall financial management viewpoint. In addition to maintaining financial integrity and ensuring appropriate implementation of Council schemes, the Finance Bureau evaluates outcomes.
