National Platform for Disaster Risk Reduction

The Government of India recognizes the need to evolve a participatory process of decision making in disaster management with active involvement of the Central & State Governments and stakeholders including people representing different interests in the field of disaster management. Accordingly, a multi-stakeholders and multi-sectoral National Platform for Disaster Risk Reduction (NPDRR) was constituted by Government of India vide resolution dated 26th February 2013 and amended on 17th January, 2017 for wider participation of different stakeholders . 

  • The National Platform for Disaster Risk Reduction was established by the Indian government in 2013 to bring together all segments of the disaster risk community in India, including government officials, parliamentarians, mayors, the media, international agencies, nongovernmental organisations, representatives from local communities, scientific and academic institutions, and corporate businesses, among others.
  • It facilitates the exchange of experiences, views, and ideas, presents the results of research and action, and explores the possibility of cooperating across continents. As a result of this platform, our National Action Plans on Disaster Risk Reduction will have a strategic direction and an action plan.
  • The Functions are: 
    •  From time to time, review disaster management progress.
    • Assessing and making recommendations on the extent and manner in which the Central and State Governments have implemented their Disaster Management Policy.
    • Assist the government in coordination with state and local government administrations, civil society and local self-governments in disaster risk reduction.
    • To provide advice on any question pertaining to disaster management on a Suo moto basis or upon a referral by the Central Government, a State Government, or a Union Territory Administration.
    • To go through the reviewing process of the National Disaster Management Policy.
  • The Union Home Minister chairs the NPDRR, which is also headed by the Minister of State in charge of Disaster Management in the Ministry of Home Affairs and Vice- Chairman, National Disaster Management Authority.
  • In the Ministry of Home Affairs, the Special Secretary/Additional Secretary/Joint Secretary responsible for the Disaster Management Division acts as the convener of NPDRR.

NPDRR is, thus, characterised by a process that facilitates dialogue, sharing experiences, views and ideas, present findings of research and action and explore opportunities for mutual cooperation in the field of Disaster Risk Reduction.
