About ‘Triple test’:
The Triple Test was laid down by the Supreme Court of India in Vikas Kishanrao Gawali vs State of Maharashtra (2021) for providing OBC reservation in local body elections. It involves three conditions:
- Setting up a dedicated commission to conduct a detailed, empirical study on the nature and extent of backwardness in local bodies.
- Deciding the specific proportion of reservation for OBCs based on the commission’s recommendations.
- Ensuring that the total reservation for SCs, STs, and OBCs combined does not exceed 50% of the total seats in local bodies.
Why in News?
- Jharkhand has completed collecting data on the population of Other Backward Classes (OBCs), marking the first step of the Supreme Court’s “Triple Test” guideline.
