Daily News Analysis ‘Solid Waste Management Cess (SWM)’: 17 June

    • Solid Waste Management Cess:
      • SWM cess is a levy imposed by local governments to fund the management and treatment of solid waste.
      • The purpose is to generate revenue for the effective collection, transportation, processing, and disposal of solid waste. To ensure sustainable waste management practices.
  • Solid Waste Management Rules’ 2016:
      • Generators’ responsibilities have been established to divide waste into three streams: Wet (Biodegradable), Dry (Plastic, paper, metal, wood, etc.) Domestic hazardous waste (diapers, napkins, empty containers, etc.)
  • Waste generators will need to pay: ‘User Fee’ to waste collectors, ‘Spot Fine’ for Littering and Non-segregation.
    • Biodegradable waste should be processed, treated, and disposed of on-site through composting or biomethanation whenever possible.
