About National Commission for Safai Karamcharis:
Establishment & Status
- Constituted on 12th August 1994 under the National Commission for Safai Karamcharis Act, 1993.
- Initially a statutory body, the Act expired on 29th February 2004.
- Now functions as a non-statutory body under the Ministry of Social Justice & Empowerment, extended periodically.
Objectives & Mandate
- Recommend programs for elimination of inequalities for Safai Karamcharis.
- Monitor implementation of schemes for rehabilitation & social upliftment.
- Investigate grievances related to employment conditions, laws, and welfare schemes.
- Study working conditions including health, safety, and wages of sanitation workers.
- Make policy recommendations to Central & State Governments.
Expanded Role under Manual Scavenging Act, 2013
- Monitor enforcement of the Prohibition of Employment as Manual Scavengers & Rehabilitation Act, 2013.
- Investigate complaints of violations and make recommendations.
- Advise governments on effective law implementation.
- Take suo motu action in case of non-compliance.
Why in News?
- The Union Cabinet approved the extension of the tenure of the National Commission for Safai Karamcharis (NCSK) for a period of three years up to March 2028.
