About National Commission for Women (NCW)
- Established: 1992 under the NCW Act, 1990.
- Nature: Autonomous and statutory body to protect and promote women’s rights in India.
Composition:
- Chairperson: Person committed to women’s cause.
- 5 Members: Experts in law, education, health, administration, trade unions, or women’s organisations.At least one member each from SC and ST communities.
- Tenure: 3 years.
- Removal: By Central Government on grounds like insolvency, misuse of office, conviction, or incapacity.
Functions:
- Investigates safeguards for women under the Constitution/laws.
- Submits annual reports and suggests legal reforms.
- Takes up cases of women’s rights violations.
- Reviews laws and recommends amendments.
- Advises on socio-economic development policies for women.
- Promotes research, awareness, and education on women’s issues.
Powers:
- While investigating, NCW has powers like a civil court:
- Summon witnesses, examine on oath.
- Call for documents or public records.
- Accept evidence on affidavits.
- Issue commissions for inquiry.
Why in News?
- The National Annual Report & Index on Women’s Safety (NARI) 2025, released by the National Commission for Women (NCW), shows that Delhi ranks 28th out of 31 cities, highlighting persistent safety gaps for women.
