Who Is A Governor, And What Is Their Role?
A governor seems to be a public figure who, in most situations, is appointed by the head of the state and has the authority to manage its executive branch, which happens to be a non-sovereign or substitute national level of government. In federations, the term governor refers to a person who is either chosen or elected to serve a federal state. However, among political systems, the authority of the particular governor varies greatly, with some of them possessing only nominal or purely honorary power and others wielding full control across the whole administration.
Like a President who seems to be the head of the country, the Governor seems to be the head of just a region or state. A state’s formal leader is the Governor, whereas the executive leader is the Chief Minister. The Governor is the one who takes most of the state’s executive activities. In practice, he just offers approval to different executive operations. They are incapable of making significant judgments like other high-level officials like prime ministers. The Chief Minister, as well as the Cabinet of Ministers, have the actual authority in a state’s executive activities.
Lieutenant Governor
In 1956 a change to the Indian Constitution allowed for the administration of two or maybe even more states that could be held by the same representative or governor. Lieutenant governors seem to get elected in the Union Territories of Delhi, Andaman Nicobar Island, Puducherry, and their respective governors in the respective states. An Executive Chief governs all other union territories and is an IAS officer. Chandigarh seems to be the sole exemption. Punjab’s governor seems to be the chief head of Chandigarh’s lieutenant governor post.
The responsibilities regarding the Lieutenant Governor in a union territory are the same as those when compared to a state governor within the region of India. They both seem to get elected by India’s President for a five-year tenure.
The lieutenant governor or a vice governor seems to be a high ranking state official whose duties and responsibilities differ by territory. A lieutenant governor can sometimes be the governor’s deputy or chief lieutenant, someone who is second in authority when compared to a governor. In Canadian provinces and the Dutch Caribbean regions, the lieutenant governor seems to be the monarch’s deputy or representative in those regions.
Eligibility And Election of A Governor
The below criteria are the eligibility conditions for the selection of a Governor within a given state, as stated in the Indian Constitution:
- The candidate should be an Indian citizen.
- The candidate should atleast have an age of 35.
- They should not have any other position or power within the government that they use to make profits.
- They cannot be a representative of the Union’s or any other state’s parliament. There is no restriction for a Governor being chosen from among the members of the parliaments. The appointed member needs to promptly resign from being a member of the parliament after being governor.
Appointment of The Governor
He is ‘assigned to the post of governor instead of being elected; it’s usually the President who does this, as he is the leader of both the executive and legislative branches of government.
His appointment is not influenced by the citizens of a given state like every other elected representative, for example, the members of the parliament. This appointment seems to have become a position for individuals who were dismissed by the public throughout the elections. The position serves as a way to recognise some for their contributions towards political organisations and is also sometimes used to resolve internal party issues. As Governors serve at the authority of the President, their terms can be terminated at any period, even though such removal seems contrary to our Constitution’s federal system, creating obvious disagreements and controversies.
Conclusion
The article explains, in brief, the governors and their roles and duties; these are roles and duties crucial to every citizen as they vote for them and want their needs and demands met. The Governor helps in achieving that as he governs a whole administration. The article also touches on key points such as how the Governor is related to the president and the overall functioning of a government currently in the majority.
