It was supported by Gandhi. .Main proposals .League to endorse Congress demand for independence . League and Congress to cooperate and form a provisional government at the centre . At the end of the war, hold a plebiscite in Muslim majority areas of north west and north east on forming a separate sovereign state

  6. C RAJAGOPALACHARI PLAN The plan was condemned by Hindu leader like VD Savarkar Jinnah wanted only Muslims of the Muslim majority areas of the north east and the north west to vote in the plebiscite. He was also opposed to a common centre The plan did not manifest into action.

DESAI-LIAQAT PACT Bhulabhai Desain, who led the Congress at the Central Legislative Assembly worked with the deputy leader of the Muslim League in the Assembly, Liaqat Ali Khan to create a proposal for an interim government at the centre . The proposal suggested equal number of nominees from the Congress and the League in the central Assembly, with 20% reservation for minorities This was not accepted by the Congress or the League

  8. WAVELL PLAN Viceroy Wavell proposed a constitutional solution to the Indian impasse in the 1945 Wavell plan. The British wanted Indian cooperation because they were afraid of a Japanese threat and under international pressure to solve the deadlock. After the Congress leaders were released from jail in 1945, Wavell organised a conference in June 1945 in Shimla to discuss his Plan.

  9. Main proposals WAVELL PLAN . Main proposals: All Viceroy's executive council members to be Indian, except the governor-general and the commander-in-chief. These would be nominated by representatives of different parties, in a separate or joint list. Caste Hindus and Muslims to have equal representation. Other minorities would also be represented. .Governor general to exercise veto on the advice of Ministers. .Council to be an interim government working under the Gol Act 1935 (ie, not responsible to the Central Assembly) .The Constition could potentially be negotiated after the end of the war.

  10. WAVELL PLAN The League wanted all Muslim members to be League nominees. Wavell wanted Khizr Hyatt Khan as the Muslim representative from West Bengal. The League feared that other minorities supported the congress, and thus the plan would reduce Muslim League to a 1/3 minority The Congress saw the plan as an attempt to make Congress a Caste Hindu representative party. It wanted to include all communities as its representatives. . Wavell announced the breakdown of talks. This strengthened the League's and Jinnah's position.
